With the target date for the UK's Local Government Pension Scheme (LGPS) pooling project just a few months away, Stephen Doyle, Head of Relationship Development, UK Institutional, outlines four current challenges for the established pools.

Last year was a momentous in the LGPS pooling project. All eight local authority pools are now well advanced in their establishment of their preferred structures and provider selections for asset servicing are almost complete. While the initial intent of the UK government was for the structures to have been established and liquid assets moved by April 2018, it now appears few pools will have completed their pooling process by then. Indeed, there is a growing realisation within the LGPS that completion of the pooling project may take several years.

The established pools face four immediate challenges:

  1. Staffing. The authorised entities will be regulated by the Financial Conduct Authority (FCA), creating demand for new skills within the pools in areas such as regulatory compliance and risk. Most of the pools are advanced in their appointments for the new roles, creating career development opportunities in-house and regional opportunities for executives to relocate from London.
  2. Data Management. Given that each pool will likely always have multiple data sources for its reporting needs, particularly for performance and risk analytics, a number of pools are starting to look at how they can normalise this data to allow for consistent reporting or outsource the performance and risk reporting requirements to third parties.
  3. Alternative Investments. While pools have carried out Official Journal of the European Union (OJEU) compliant processes in their selection of providers to administer liquid assets, many have not selected their preferred administrator for alternative assets. In a similar manner to the launch of Authorised Contractual Scheme (ACS) structures, the pools will create a programme of transferring legacy alternative assets by the participant local authorities into unitised investments on behalf of the members of the pool.
  4. Outsourcing of Non-Core Functions. A number of the pools have looked to outsource as many functions as possible that are not deemed core to their requirements as a manager of the investment selection process.

The months ahead will provide significant challenges for the LGPS pools in terms of people, processes and procurement. BNY Mellon is uniquely positioned to advise and support LGPS pools with these challenges:
