Cardno, through the Australian Government-funded Australia's Education Partnership with Indonesia (AEPI) - School Systems and Quality (SSQ) program, together with the Government of Indonesia implemented a Community-based School Construction Program which has built 2,725 secondary schools in 30 provinces in Indonesia.

Indonesia has a nine-year compulsory education policy. However, in 2006, around 1.4 million out of 11.5 million children aged 13-15 who are eligible for secondary education were not enrolled due to lack of secondary schools.

Using a community-based approach - from, by and for the community - the Program built inclusive secondary schools that are equipped with facilities for students with disabilities. The schools were also designed with earthquake-resistant foundations and steel reinforcements. At the end of the program, the new schools have accommodated 366,300 students in 10,175 classrooms.
