Accident on Gillies Avenue South in Hung Hom

CLP Power Hong Kong Limited (CLP Power) is deeply saddened by the death of three contractor workers resulting from an industrial accident which occurred in Hung Hom today (10 July). The company would like to express its deepest condolences to the families of the deceased.

Representatives from CLP Power and the contractor company Kum Shing (K.S) Construction Co., Ltd. paid their respects to the families of the deceased at the hospital shortly after the accident to make sure appropriate support and assistance is provided.

Five contractor workers were carrying out digging work at a cable tunnel on Gillies Avenue South in Hung Hom at around 2:20pm today when the accident occurred. According to the contractor, a sudden inrush of water burst into the tunnel while the three workers were digging approximately four to five meters below the ground. The remaining two workers immediately reported the situation to the police.

The project is part of the regional network supply improvement and enhancement project in Hung Hom. About 70% of the construction work has been completed since construction started in March 2017. The project is scheduled to be completed by end of August this year.

Prior to the commencing of the underground work, the contractor aligned with different government departments regarding the facilities below the ground. CLP also observed established safety procedures to ensure the contractor's project design and work structure are in compliance with the safety requirements. In addition, independent safety observers conduct regular weekly site checks.

To ensure workers' safety when working in confined space, all workers are required to undergo safety training and wear personal protective equipment. A ventilation system for the tunnel is a requirement. A control person is required to stand outside of the tunnel to maintain contact with the workers inside the tunnel for safety reasons.

CLP Power and the concerned contractor company will cooperate with the relevant government departments in carrying out an investigation into this incident. For safety purposes, all similar works at CLP sites have been suspended.
