Discover Global Network (DGN), which includes Discover Network, PULSE and Diners Club International, announced today that it is extending the U.S. EMV fraud liability shift date for automated fuel dispensers to be chip-enabled from October 2017 to October 2020.

DGN continues to deploy its EMV solution, D-Payment Application Specification (D-PAS), around the world. Since the announcement of our EMV FLS policy effective dates, the U.S. petroleum industry has encountered distinct challenges updating their automated fuel dispensers, including complex hardware and technology upgrades, as well as infrastructure updates at fuel pumps.

DGN will assist fuel merchants, acquirers, VARs, and other vendors and suppliers to deploy, install and certify D-PAS at automated fuel dispensers. DGN remains committed to ensuring a smooth transition to chip technology for stakeholders and helping to provide a more secure and seamless experience for customers at the pump.

The extended effective date for the EMV fraud liability shift for fuel merchants is another example of DGN’s long standing commitment to support and streamline processes for merchants, processors and acquirers in the U.S. EMV migration. DGN will continue to work closely with merchants and acquirers to help mitigate fraud.

DGN offers programs that continue to deliver value, such as streamlining certification initiatives by enabling multiple service providers and promoting self-certification through our Acquirer Managed Terminal Certification program and dedicated support for VARs, ISOs, ISVs and gateways.

DGN also created the EMV Resource Center to further support merchants, acquirers, issuers and VARs, which offers resources and materials to educate and train merchants, employees and customers on the use of chip cards.
