The Central Government Real Estate Agency has signed the contract with the StruktonHurksHeijmans group to carry out a PPP project for the construction of new premises for RIVM and MEB. The commission entails designing, building, financing, maintaining and operating the new building at Utrecht Science Park/De Uithof. The DBFMO contract will run for a period of 25 years and has a net present value of almost 267 million euros. Strukton and Heijmans both have a 37.5% share in the project, while Hurks has a 25% share.

The project concerns new flexible, sustainable and energy-efficient accommodation for two knowledge institutes: the National Institute for Public Health and the Environment (RIVM) and the Medicines Evaluation Board (MEB). Both these institutes are part of the Ministry of Health, Welfare and Sport (VWS). The building will comprise a gross floor area of about 70,000 m2, excluding parking space and bicycle shelters. One unique feature of the new premises is that it is the first PPP project for a government building in the Netherlands which also contains laboratories.

RIVM and MEB both work towards improving human and animal health and ensuring a healthy living environment. Sharing knowledge with national and international knowledge partners and propagating this knowledge among members of the public is important in this respect. The new building's location and design will help to foster this knowledge sharing. The location, which is centrally situated in the Netherlands just outside Utrecht Science Park, to the east of Utrecht, will make the public more aware of both organisations.

The group has drawn up a comprehensive proposal in which quality is the main priority in all phases of the project. The highest quality based on the most economically advantageous tender (MEAT) has resulted in the best offer. These points of departure can be seen in many features of the building such as its functional character, spacious design and high-quality services. The premises will be constructed between 2015 and the end of 2018, and the 25-year operation will commence on completion of the building.
