ICF International (NASDAQ:ICFI), a leading provider of consulting services and technology solutions to government and commercial clients, was recently awarded a re-compete contract by the U.S. Department of Housing and Urban Development (HUD), Policy Development and Research Division (PD&R). The contract has a value of $31.2 million and a term of four years, including one base year and three option periods.

ICF will continue to execute HUD’s annual Improper Payment for Quality Control for Rental Subsidy Determination Study to help the agency comply with the Improper Payments Information Act of 2002 (IPIA) and the Improper Payment Elimination and Recovery Act of 2010. Since 1987, ICF has been a long-standing partner with HUD on this effort, and contributed to the development of the first baseline national estimate of administrator rent calculation error in 2000, two years before IPIA. This award represents ICF’s seventh consecutive contract in support of the study.

To this work, ICF brings nationally recognized expertise in affordable housing programs, income-based eligibility determinations as well as extensive expertise in survey research, statistics, data collection and analysis. ICF will use this expertise to collect data about HUD rental subsidy programs by training field data collectors, conducting file reviews and interviewing assisted households, reviewing and analyzing data and providing national estimates to inform three major studies: Quality Control, Income Match and Utility Allowance Comparison.

“Since 1987, ICF has worked with HUD to identify improper payments in rental subsidies,” said John Boyle, senior vice president for ICF International. “Our sustained collaboration with the agency has helped provide an evidence-based foundation for the development of policies to reduce waste, fraud and abuse in HUD programs. We look forward to continuing to work with HUD to identify housing assistance discrepancies that will inform the direction of future policies and programs.”
