On May 13th, MCC convened a meeting of the MCC20 and CTMCC Shanghai MCC13 cadres in Shanghai to announce the integration of the two enterprises and the decisions to adjust the leading group, establishing the MCC Shanghai Investment Development Co., Ltd. Guo Wenqing, Chairman and Secretary of the Party Committee of the MCC Board, attended the meeting and delivered an important speech.
Guo Wenqing pointed out that the integration of these two enterprises was MCC's historical choice. We should recognize the necessity, importance and urgency of this integration and strongly support this significant reform to be responsible for the long-term development of nearly 20,000 MCC employees in Shanghai and Tianjin. Considering historical reasons and the market layout of the enterprise, MCC20 and CTMCC have cross-established subsidiaries in Tianjin and Shanghai. Under the current business model, MCC20 and CTMCC are in a good state of development, but problems exist in the long management chain and high operation costs. Especially for reasons of owner convergence and the high coincidence of MCC20 and CTMCC markets, it is preliminarily estimated that a 2%-3% loss in contract income has resulted from homogeneous competition of business and region; in addition, about RMB 800 million in management costs is incurred by trans-regional 'long distance' management; moreover, it is difficult to form the core advantages of MCC because of the insufficient use of resources, resulting in the decrease of overall competitiveness, blocking MCC's brand building endeavors and suppressing the long-term development of both enterprises.
Guo Wenqing pointed out that the regional adjustment is the integration and reorganization of energetic enterprises. Its aim is to develop the integrated MCC20 into the Group's trump card and the leader of MCC enterprises with a high starting position, stronger central control, firmer foundations, smoother systems, more prominent regional advantages and a brand-new competitive edge. This integration presents MCC20 with an opportunity to carry out the market centralization strategy of building a bigger, stronger and better Shanghai and boosting business in its surrounding areas. With the efficient collocation and integration of the advantages and resources of MCC20 and CTMCC Shanghai MCC13 combined, MCC20 can concentrate on the local region, devote itself to the construction of its own region and build a penetrated and familiar regional market by organically combining the advantages and opportunities for development in Shanghai and its surrounding areas. MCC20's aim in 2015 is to achieve newly signed contracts amounting to RMB 60 billion, with an operating revenue of RMB 30 billion and total profits of RMB 1 billion. The aim of Shanghai and its surrounding areas in the next few years is to become the leading regional enterprise with newly signed contracts accounting for 30%-50% of MCC20's total contract amount, in the top 5 for operating revenue and the comprehensive strength of the Shanghai region, in order to realize the substantial promotion of regional brand influence, political status, market control and core competitiveness.
Guo Wenqing stated that the company shall promptly and systematically boost reform so as to achieve an all-round integration of its resources and development. Moreover, it is necessary to find, cultivate and train good cadres in the reform process and make use of good cadres who want, expect and are capable of advancing reform. Reform requires unity in thinking. Resistance, barriers and interest adjustment are inevitable, so we must resolutely eliminate all barriers to the reform process on the premise of public advocacy. Eliminate any factors that block the reform process without hesitation. Once the common view is reached on the reform issue, no enterprise, small group or individual can obstruct the progress of reform. Any obstacles which hinder or influence reform must be eliminated. Leaders must take clear-cut stands and distinguish right from wrong in the face of these major issues of principle.
Guo Wenqing required that the newly-integrated MCC20 should find its position, play its role and make greater contributions in the new Group strategic position of building the upgraded 'Four Beams and Eight Columns' business system, rebuilding the new advantage of a 'Better MCC' and striving to be the strongest, best and biggest 'National Team' in the international first-class metallurgical construction industry. Based on its prominent comparative advantages and adhering to the simple but profound MCC spirit of 'Never Delaying and Never Slacking', MCC20 should undertake the national responsibilities of leading MCC to a higher level by the continual use of leading core technology, consistent innovation ability and the irreplaceable integration of its complete metallurgy industry chain advantages.
Guo Wenqing stressed that the leading group of MCC20 should quickly adapt to higher requirements for new thinking, new frontiers and new behavior in order to complete their duties transparently and successfully. With an emphasis on the management of leading groups, we should strive to build a loyal, clean and responsible MCC by gathering a large number of people with aspirations, business ability, leading ability, industry ability or passion under the flag of 'Building a Better MCC'. With the guidance of MCC's motto, 'MCC - Building the World with Heart', and the enterprise spirit, we will contribute to MCC by working together.
Shan Zhongli, Deputy Secretary of the Party Committee and Secretary of the MCC's Discipline Inspection Committee, read out decisions for the adjustment of the leadership. Zhang Mengxing, Member of the Standing Committee and Vice-President of MCC, hosted the meeting and read out decisions concerning the integration. Zhang Peiyi, Zhang Jinxian, Wang Yingjun and Zhu Yonggui made statements of their own positions.
It was announced at the meeting that Zhang Jinxian was appointed Chairman of the Board (legal representative) of MCC20 and Deputy Secretary of the Party Committee, Wang Yingjun was appointed Vice-Chairman of the Board and Secretary of the Party Committee, Zhu Yonggui was appointed General Manager and Deputy Secretary of the Party Committee, Zhang Jinxian, Wang Yingjun, Zhu Yonggui and Xu Li were appointed Directors, Fan Jintian, Xuli, Ma Mingwen, Qin Xiaqiang, Wang Zhandong, Zeng Xuezhou and Yin Xin were appointed Vice-General Managers, Li Tiejun was appointed Chief Accountant, Cao Yang was appointed Chief Engineer and Zhou Xuemin was appointed Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee.
The meeting was attended by Secretary of the Party Working Committee Qi Dongping, Deputy Secretary and Secretary of the Discipline Committee Wang Qi, Director of MCC's Innovation Department for Enterprise Strategy and Management Shao Bo, Director of MCC's Finance Department Fan Wanzhu, Director of MCC's Organization Department of the Party Committee and Director of the HR Department Yan Aizhong and the leading group members and cadres above Departmental level of MCC20 and Shanghai MCC13.
