Metallurgical of China : China MinmetalsCorporation Conducts Special Supervision and Examination of Shanghai Baoye's Safety Production

On December 8th， China Minmetals Corporation Deputy General Manager Li Lianhua led a delegation headed by Health， Safety and Environmental Protection Director Hong Mingyangto conduct a special safety production supervision and examination of the Shanghai Baoye Group。 The supervision and examination group first carried out a spot test of the interior work safety materials of the Headquarters， while simultaneously conducting a safety checkat the site of the Shanghai Baoye Architectural Engineering Branch's Huafajing'anfu Project。 Before the site check， the Project Department gave a safety report on the safety management of fabricated construction according to the characteristics of the project due to be checked。

At the Shanghai Baoye Headquarters， Shanghai Baoye Deputy General Manager Yue Wenyan briefly introduced the Company's historical development， organizational structure， projects under construction and personnel， and gave a key report on the five aspects of strengthening work foundations， boosting cultural construction， strictly managing and controlling subcontracting， enriching training and education， and expanding new safety technologies。

Li Lianhua first conveyed the important written instructions of the main leaders of the Central Government concerning the Jiangxi Fengdian'11。24' Accident。 Next， the China Minmetals Corporation made a special supervision and examination of the safety production of construction enterprisesduring the key period of safety production at the end of the year and the beginning of next year for implementing the requirements of the State-owned Assets Supervision and Administration Commission （SASAC） for major safety inspections。Third， it is important to stress safety production when affirming Shanghai Baoye's safety。 It is necessary to consider the reality of the enterprise， finish essential safety measures， enhance safety management awareness and strengthen safety education training。Finally， the necessity of completely eradicating relatively serious accidents wasespecially emphasized。

Aiming at the actual inspection situation on site， Hong Mingyang proposed two work suggestions for safety standardization： first， further standardize site safety caution signboard setting requirements； and second， reinforce professional lifting equipment management to ensure the satisfaction of the standards of the country and the enterprise in terms of such new techniques as fabricated residences。 Aiming at the reality of Shanghai Baoye， he then proposed 6 requirements for construction safety： first， there are relatively numerous responsibility subjects relevant to construction projects。 It is necessary to contrast the duty contracts of various sides， tessellate and work out the safety responsibility inventory， and clarify the safety responsibility of the various sides。Second， consider essential safety in the various stages of construction engineering， including the reliability of safety facilities in the design stage， the pertinence of the technical scheme in the construction stage， the rationality of construction panel points， the compliance of team selection and so on， so as to eradicate the occurrence of relatively serious accidents。 Third， carry out the series of recent measures and requirements of the State Administration of Work Safety and the Ministry of Housing and Urban-rural Development on containing major and extraordinarily serious accidents， and further tessellate and carry out the implementation scheme on the basis of the specific safety production requirements of the China Minmetals Corporation。 Fourth， build the three defence lines of safety management， put safety risk management and control before hidden dangers， and put hidden danger troubleshooting and governance before accidents。 It is necessary to conversely trace the responsibility produced by hidden dangers，promote management strategy and work out specific measures。 Fifth， distribute the pressure level by level， and increase the assessment strength of the main responsible persons， minor responsible persons and relevant responsible persons concerning the occurrence of accidents。 Sixth， enhance overseas project safety supervision and management。 Overseas projects account for a large proportion of the assets of China Minmetals， and SASAC requires their strict management。 Hong Mingyang hopes that China Minmetals and MCC will encourage each other and jointly reinforce the management of overseas projects。

MCC Vice President WangYongguang expressed gratitude for the supervision and examination of the China Minmetals Corporation on behalf of MCC， and required Shanghai Baoye to conduct rectification and reform according to the concrete requirements put forward by the China Minmetals Corporation's supervision and examination group。 It is also necessary to carefully implement the requirements of the supervision and examination group in the interior of MCC， check for hidden dangers， stop leaks， eliminate weaknesses， implement various measures and promote the safety production of China Minmetals and MCC。
