On August 2nd, No. 4 typhoon 'Nida' made landfall in Guangdong with a severe typhoon level, and hit the Pearl River Delta area. Such sub-companies of the MCC Group as CRIBC, MCC CIE, CFMCC, MCC19, MCC20, MCC22, MCC Baosteel Technology, Shanghai Baoye, MCC Real Estate Group and so on all came under its influence in Guangdong, Fujian, Guangxi and elsewhere. From July 29th to August 2nd, in order to actively carry out anti-typhoon work and ensure the safety of the people and their property, MCC made a quick response and active deployment to seize a total victory in flood and typhoon prevention with a high sense of political responsibility and an attitude of being accountable to the people. Due to these effective precautionary measures, no MCC employee was harmed in the attack of the severe typhoon, no collapse happened at the construction sites and there were no serious property losses.

In order to cope with the possible influence caused by the typhoon, CRIBC's Shenzhen Branch, Xiamen Branch and Zhanjiang Environmental Protection Company promptly carried out typhoon prevention work. These three companies all established a special anti-typhoon team. The Company leaders led special teams to the construction sites to transmit notifications of typhoon resistance and implement anti-typhoon works. The special teams emphasized the safety management of works high above the ground, enhanced the safety management of temporary facilities in the construction sites, informed the Construction Department in good time about warning information, consolidated the facilities in advance, rectified dangerous conditions in time, and performed excellently in rescue and relief work with a particular focus on the special examination of low-lying areas, warehouses, work sheds, temporary walls and the construction electricity supply of the projects. The key positions of these three units arranged to have people on duty 24 hours a day. They all engaged in comprehensive precautionary measures and effective communication, and prepared medical aid. They all examined the office facilities, production equipment and spare parts one by one, and were ready to respond to the emergency at any time.

MCC CIE's Zhanjiang Project Department convened a kick-off meeting of flood and typhoon prevention to launch the emergency plans, deploy anti-typhoon measures and strive to fully complete the anti-typhoon preparation. At the meeting, requirements were made for all the sections of the Project Department: first, pay close attention and deploy thoughtfully, let the leaders take the lead when going on duty, implement the emergency rescue team, improve the emergency material reserves, implement emergency shelters and various anti-typhoon measures, and make sure that the preparation of emergency work is sufficient and the measures are in place. Second, enhance the level of examinations, identify hidden dangers, and implement the examination and danger rectification of such major hazard sources as on-site machinery, temporary maintenance, publicity signs, etc., implement the reinforcement of temporary facilities such as walls (barriers) construction sheds and living quarters on the construction site and reinforce or dismantle aloft equipment and suspensions, and enhance the examination of temporary electricity. Third, enhance duties, tackle problems promptly, strictly implement the system of leaders taking personal charge of the shifts, arrange people to be on duty 24 hours a day, pay close attention to the typhoon's movement, and promptly grasp the wind, rain and water situations. If an emergency occurs, organize all available resources to carry out rescue work at once in accordance with the emergency plan, and report the situation immediately.

CFMCC's Shenzhen Branch implemented its emergency plan rapidly. The project departments of Shenzhen Donggang Primary School, Pingshan SME Base, Pinghu Finance Industry Service Base, and Dongguan Shijie Logistics Center immediately established a leading group of typhoon and rainstorm prevention to take charge of patrolling and inspecting the situations on the construction sites and organizing the work of the rescue teams. CFMCC's Foshan and Zhaoqing project departments transferred on-site workers to nearby safe areas during the same night to take refuge, and thoroughly checked the construction sites and office and living quarters to make sure that no one had been left behind. The project departments also arranged people to reinforce the on-site temporary facilities to prevent wind damage, transferred on-site machinery and equipment to open and flat areas, and prepared emergency generators in advance. The construction sites of CFMCC's Mechanized Construction Company in Guangdong stopped all hoisting operations. Cars were parked in their scheduled places, cargo booms were placed in safe positions, wind ropes were fastened, and fixation and protection measures were performed for all vehicles. CFMCC's Guangxi Modern Logistics Industry Incubation Center Project Department inspected the geological conditions of the site in an earlier period, and further improved the site with several large slush pumps for emergency preparation. CFMCC's Wuzhou Ring Project Department checked the situations of foundation stability, the wind ropes of temporary stations, stock bins and rebar sheds on site, transferred people from the station area where landslides or debris flow were likely to occur, suspended site construction, focused on the key positions of projects with relatively large risks such as scaffolds, formwork, high slopes, deep excavation, tunnels, etc., and investigated the safety situation of the locations of machinery and equipment.

MCC Baosteel Technology's 7th Branch called the persons in charge of all areas of the Yangchun Project Department and required everyone to act immediately, complete all safety protection measures, and ensure the safety of all personnel in various positions and the equipment in various areas during the typhoon. After receiving commands from the superior, all areas responded rapidly. They conducted all-round examinations in such aspects as each area's doors, windows, conveyer belt covers, equipment corridors, high and border protective barriers, factory roofs, rain and wind-proofing measures for outdoor equipment, the fixation of walking equipment, emergency material preparations, communication devices, emergency plans, etc., and rectified identified problems immediately. At the same time, the Branch Company also arranged people to take shifts on site during the landfall of the typhoon. All the personnel waited for orders to conduct emergency response preparations, and were ready to satisfy the demands of the site's safe production and rescue and relief, which provided a strong guarantee for safe production.

Shanghai Baoye's Guangzhou Branch actively responded and deployed flood & typhoon prevention work and rescue & relief work at the earliest opportunity. The Guangzhou Area Project Department established a typhoon emergency command group. The head of the group was the person in charge of the program, who gives unified commands and assigns responsibilities for each level. The Dongguan Tianan Digital Town Project Department assisted the emergency command group and supervisor owners in conducting safety inspections on site and making and implementing correction plans in accordance with the inspected situations; at the same time, they also conducted safety education and explanation work for on-site workers, took such measures as cutting off the electricity according to the worker evacuation plan and practically protecting property of the Project Department. On the day of the typhoon's arrival, the emergency command group of the Project Department promptly informed the relevant persons in charge to implement the related arrangements, sent food to two employee danger shelters, reassured worried workers at stationary points, and made sure that all employees were safe from any danger. The workers were sent back to their original living quarters only when the emergency group received the news that the danger had passed, and they only returned to work after the field review was approved.

MCC19's Shenzhen Branch took many measures to actively prevent the attack of the severe typhoon in accordance with the requirements of the 'three proofs' headquarters of China, Guangdong Province, Shenzhen City, etc. First, make a plan of the 'three proofs' in advance; second, establish an emergency rescue team; third, organize an inspection team to patrol and inspect projects under construction in Guangdong Province and implement rectification; fourth, evacuate all workers of all construction sites from construction sheds to safe medical aid stations, disassemble all large on-site machinery and equipment and move it to safe places, and suspend construction on all construction sites; fifth, the managers of each project department shall take the lead in taking turns to go on duty and patrol for 24 hours ceaselessly while observing self-safety; sixth, make phone calls to inquire about the safety situation of the personnel and the disaster situation of each project department. MCC19's Fangchenggang Branch organized each department, workshop and project department to re-deploy and implement work to prevent any influence that may be caused by the typhoon, and conducted comprehensive rectification measures on site. They waited for orders 24 hours a day so as to be ready to take action and fight against typhoon to guarantee the people's safety in production and construction.

MCC20's Guangdong Branch paid great attention to the linkage of Zhuhai, Shenzhen and Foshan. Under the instructions and comments of MCC, MCC20 and the leaders of the Hengqin New District Government, they immediately conducted deployment. The organ and its 10 subordinate project departments at once launched the emergency plan, prepared emergency materials, arranged people to be on duty and made sufficient prevention measures; the linkage of many departments started their emergency response, evacuated 664 people from the Project Department, and guaranteed the safety of people and property. Thanks to various safety measures made ahead of time, such as comprehensively checking for potential safety hazards in construction sites and temporary facilities, conducting rectification measures, and implementing building reinforcement, on-site drainage, waterlogging prevention, large machinery equipment wind prevention, etc., Guangdong Branch's project departments such as that of Shenzhen Longgang Apollo Future Industry City avoided suffering great influence or the loss of people or property.

The MCC22 Guangdong Branch's project departments made plans in advance and were well prepared with many measures to prevent the influence of the typhoon. The Guangdong Company rapidly issued the Notification on Doing a Good Job in Typhoon Prevention, which required each project department to carry out anti-typhoon and anti-flood inspections, conduct early deployment and preparations, and guarantee the implementation of typhoon and flood prevention safety guarantee measures. Each project department enhanced the leadership of prevention work, implemented the safety production responsibility system from level to level, paid close attention to the situation of the typhoon, and organized people to evacuate to safe areas in an orderly manner according to the variations in the situation and the improved lightning protection safety management. MCC22's Meizhou Project Department used WeChat, text messages and phone calls to convey the Meizhou City Highway Bureau's Notification on Doing a Good Job in Typhoon Prevention to all staff and construction areas. MCC Real Estate's South Company took rapid action. They established an anti-typhoon emergency leading group and made thorough anti-typhoon measures to ensure the safety of people and property on the site of the Hengqin Headquarters Building Phase II Project and MCC Port Building Project. Under the unified command of the leading group, the combined construction unit of two project departments of the MCC Real Estate South Company carried out anti-typhoon emergency measures at once. The phones of Company leaders were unblocked for 24 hours a day. The leaders of engineering management, persons in charge of construction units and related personnel were on duty for 24 hours a day; they organized people to dredge the on-site drainage system to ensure unblocked on-site drainage and fight against the rainstorms brought by the typhoon; and the electricity to all construction machinery was cut off. All electrical equipment such as distribution boxes was stored properly in shelters away from the wind and rain, anti-wind reinforcement was conducted for the on-site temporary buildings, office boardroom, construction equipment, etc., and on-site construction workers and officers were evacuated in time, guaranteeing their safety.

On the evening of August 2nd, the winds of 'Nida' were growing weaker, and the typhoon warnings of various places were lessened one by one. MCC's sub-companies and project departments had passed the strict test of the severe typhoon, and any influence on projects under construction fell within a controllable scope. At present, the personnel of the relevant projects are returning to their construction sites in succession, and post-disaster safety checks and the work of surveying and calculating losses are currently underway.
