Metallurgical of China : MCC Group Becomes First International Standardization Innovation Base in China

　　Recently, the good news came from the Standardization Administration of the People's Republic of China that, with over one year of efforts by the MCC Group and securing the recommendation of the China Iron and Steel Association, the 'National Technical Standards Innovation Base (international standardization of metallurgical engineering)' undertaken by the China Metallurgical Group Corporation was approved and preparations made for its construction, the MCC Group became the first International Standardization Innovation Base in China (among 6 in total in the country). The number of national scientific and technological innovation platforms undertaken by the Group has increased to 21, keeping it at the top of the list of state-owned enterprises. The approval of International Standardization Innovation Base marks the new level of the MCC Group's international standardization and also reflects the Standardization Administration of the People's Republic of China's full recognition of the MCC Group's positioning as the 'national team of metallurgical construction' and working achievements in the promotion of Chinese metallurgical engineering and standards 'going global'. The construction of the innovation base will provide a better technical support platform for the MCC Group's 'national team of metallurgical construction', international steel productivity promotion and equipment manufacturing cooperation.

　　In recent years, the MCC Group has earnestly implemented China's 'Belt and Road' Initiative, actively practiced the responsibility and mission of the 'national team of metallurgical construction', vigorously promoted the 'going global' of Chinese metallurgical engineering, core equipment and standards, and successively constructed the Formosa Plastic Group's Vietnam Ha Tinh Steel Project, Malaysia Kuantan Steel Project and other landmark projects, thereby becoming the model of international steel productivity and equipment manufacturing cooperation. During the 'going global' of metallurgical engineering, remarkable progress was also made in the international standardization of the MCC Group and the construction of a comparatively perfect international standardization system. To date, MCC has undertaken two International Organization for Standardization (ISO) domestic technical counterparts (ISO/TC244 and TC300) and one International Electrotechnical Commission (IEC) domestic technical counterpart (IEC/TC27) in total, won the 'IEC 1906 Award', two First Prizes and one Second Prize in the China Standard Innovation and Contribution Awards, and published 44 international standards accumulatively, including 16 standards formulated under its guidance.

　　The enforcement of the construction of a national technical standard innovation base is necessary for the implementation of the national innovation-driven development strategy, 'Belt and Road' initiative, Made in China 2025, Plan for Construction and Development of National Standardization System (2016-2020) and other national strategic plans, rapid promotion of the international competitiveness of major industries and facilitation of Chinese enterprises 'going global'. According to the Measures for Management of the National Technical Standard Innovation Base (Pilot), Declaration Guide for the National Technical Standard Innovation Base and the overall layout and arrangement of national technical standard innovation base construction, the innovation base comprises the three categories of region (integration), field (profession) and internationalization. In principle, only one regional (integrative) innovation base will be established in the same area, and only one field (professional) innovation base will be established in the same field. The MCC Group has been approved as the first national international standardization innovation base, which represents the Standardization Administration of the People's Republic of China's full recognition of the MCC Group's technical and engineering strength in the field of ferrous metallurgy. Based on the requirements of the Standardization Administration of the People's Republic of China, MCC will actively organize its preparations for the innovation base, combine its technical advantages and industrial characteristics, intensify the policy guidance and investment amount of the innovation base, make innovations to the international standardization development and cultivation pattern, enhance pragmatic cooperation with relevant international and regional standardization organizations, strive to build a metallurgical engineering international standard innovation achievement incubator, give full play to the innovation base's radiation-driven effect on promoting the transformation of scientific and technological achievements into applications, lead the formulation of international standards, boost the 'going global' of Chinese standards and other aspects, and lay the foundation for the implementation of the national innovation-driven development strategy, the promotion of 'Belt and Road' development, and the improvement of the international cooperation level and competitiveness of the iron & steel and metallurgical industries of China.
