MCC Signs Strategic Cooperation Agreement with Hebei Province Department of Transportation

On March 31st, the MCC Group signed a strategic cooperation agreement with the Hebei Province Department of Transportation at the MCC Headquarters in Beijing. Both parties will cooperate on municipal transportation infrastructure construction and steel structure manufacturing based on the principles of complementary advantages, compliance with laws and regulations and mutual benefits, thereby jointly writing a new chapter in the collaborative development of the Beijing, Tianjin and Hebei region. MCC and MCC Group Chairman and Party Secretary Guo Wenqing and Hebei Department of Transportation Secretary of Party Leadership and Director Gao Jinhao attended the signing ceremony and witnessed the signing of the agreement. MCC Vice President Zhang Mengxing and Hebei Department of Transportation Member of Party Leadership and Vice Director Bai Gang signed the agreement on behalf of their respective parties.

Before the signing, Chairman Guo Wenqing conducted further talks with Director Gao Jinhao. On behalf of the MCC Group, Guo Wenqing cordially welcomed the delegation of Director Gao Jinhao to MCC and briefly introduced the Group's new positioning of striving to become the 'National Team of metallurgical construction, the main force of capital construction and the pacemaker of emerging industries'. He then pointed out that, as a national innovative enterprise, MCC possesses over 53,000 engineering technicians, and 17 national science and technology innovation platforms and national key laboratories, as well as a total of 16,241 valid patents, ranking fourth among central enterprises. In the last three years, the Group has enjoyed a constant annual profit increase of 24%, successfully completing the scheduled objective of 'One step in one year and one leap in three years'.

Guo Wenqing stressed that, in the aspect of becoming the National Team of metallurgical construction, MCC proposes to work towards increasing its share of the global metallurgical construction market from 60% to 80% within three years, and to undertake the national responsibility of leading China's metallurgy to a higher development level with the help of its dominant core technologies, constant innovation ability and irreplaceable advantages of integrating the whole metallurgical production chain. On March 23rd, Premier Li Keqiang visited the MCC stand at the Cooperation Exhibition of countries along the Lantsang and Mekong River, and gave full affirmation and praise to the Group's metallurgical iron and steel technology and its expansion of the overseas market. As to the aspect of becoming the main force of capital construction, MCC has realized a successful transformation and is now able to undertake the construction of all large and high-end buildings, municipal transportation infrastructure and large complexes in China. At present, the Group is carefully promoting its highway projects in Guizhou, Inner Mongolia, He'nan, Yunnan and so on. MCC has also successfully constructed belt highways in Mawu, Baijing and Wuzhou. Regarding the aspect of becoming the pacemaker of emerging industries, based on over 60 years of technical experience, MCC is applying its advantages in 'water, electricity and gas' in such industrial fields as metallurgy to civil municipal areas. It has established China's first Pipe Gallery Technology Research Institute, Sponge City Research Institute and Beautiful Village and Smart City Research Institute, founded China's first professional pipe gallery company, and set up China's first hundred-billion fund for the urban utility pipe gallery industry, thereby seizing the opportunities presented by the emerging industries market and possessing the strategic high ground. MCC is currently the pacemaker of central enterprises in utility pipe galleries, with the best performance, longest distance, largest market and highest technical contents. In addition, the Group is also successfully engaged in the environmental protection industry, and it leads the field with its capacity for dealing with sewage. With an annual steel structure production capacity of 3.5 million tons, it is the steel structure manufacturer with the largest production capacity in China. It is also the only professional theme park design institute in China, having engaged in such representative projects as Sentosa Universal Studios in Singapore, Chimelong Ocean Kingdom in Zhuhai and Shanghai Disneyland, and it has also successfully cooperated with developed countries on several large theme park projects.

Guo Wenqing added that, surrounding the capital of Beijing, Hebei Province is the important supporting point for the national strategy of integrating Beijing, Tianjin and Hebei. The MCC Group pays close attention to the markets of the Hebei area, and especially the transportation infrastructure and steel structure markets. He hopes that the Hebei Department of Transportation will further deepen its close and friendly relationship with the MCC Group, and carry out broader and deeper cooperation on the basis of full communication in advance, so as to jointly make contributions to solving the problem of the excess steel capacity in Hebei and helping to effect the adjustment and upgrading of the steel industry's structure.

He then briefly introduced the basic information of transportation in the province, pointing out that there is a total of 6,300 km of highway in Hebei, ranking second in China, and the construction capacity of its ports is 1.02 billion tons, also ranking second in China. Under the background of the integration of Beijing, Tianjin and Hebei, it is predicted that there is still more than 3,000 km of highway to be built by 2020, and 650 km of highway is planned to be commenced in 2016. The country is also advocating steel structure bridge construction. Concerning the excess steel production capacity and lower than 1% ratio of steel structure bridges, Hebei Province will greatly promote steel structure technology in its newly built roads, and especially in its bridge construction, and this will be highly significant.

Gao Jinhao added that, as a world Top 500 enterprise and a national innovative enterprise, the MCC Group has strong technical and capital power, high brand reputation, powerful comprehensive strength and good development prospects.
