Phil Clisham, Chief Engineer at Mouchel infrastructure and business services Group, has been appointed Chairman by the Pipeline Industries Guild Utilities Panel.

The panel aims to provide a focal point for the technical and industry issues related to utility pipelines on behalf of the Guild's members. It also aims to promote new and best practice technology, education and training.

Members of the panel regularly write for the technical press on behalf of the Guild with items on issues such as buried plant location and new industry standards. In addition, members are sometimes asked for help with issues as diverse as corrosion prevention and ownership. They are also represented on a number of working groups and cross-industry panels including one looking at issues related to the transfer of sewers and another which is developing standards for utility mapping.

Phil brings over 20 years' experience in the design and management of pipeline and sewerage projects to the panel. Commenting on his appointment, he said: "I believe that the panel can significantly influence the pipeline industry in a number of ways. There is a great deal of expertise within the Guild's membership and in these changing and challenging times this knowledge and expertise can help the Guild's members by raising awareness of issues which need to be resolved as well as sourcing and promoting innovative solutions."
