IDGC of Centre - Belgorodenergo division held a press conference, during which the results of the autumn-winter operation period of 2015-2016 were announced. Compared with last year, the number of steady interruptions was reduced by 21%, outages of electric power supply to consumers in the region decreased by 8.4%, the average time of elimination of faults in grids was 1.6 hours.

According to Deputy Governor of the Belgorod region Yury Galdun, despite the difficulties that the winter presented, the regular season of maximum loads as a whole was successful. 'Thanks to the good preparation of Belgorodenergo for the period of low temperatures, the situation did not get out of control, even during the passage through the region of cyclones. The power company honorably coped with the task to ensure reliable power supply to consumers in the region,' he stressed. This view was confirmed by Deputy Head of the Upper Don Office of Rostekhnadzor Valentin Kolodezniy, stressing that the readiness of the Belgorod power engineers for possible disasters in the winter is always at a high level.

A major test for the strength of the electric grid facilities was given by the powerful cyclone 'Artemiy', which passed through the territory of several districts of the region in the period from 2 to 4 December last year, made a squally wind with the force of up to 22 m/s, sticking wet snow on wires, which reached 29 mm, a permanent shift of ambient temperature through zero caused above permitted load on power lines and as a result, faults in 239 overhead lines and 2,685 transformer substations. Around the clock in the emergency and recovery operation there were 92 repair crews composed of 333 people and 140 vehicles, including staff of contractors. Redundant power supply sources were used for quick connection of socially important facilities.

Deputy General Director of IDGC of Centre - Belgorodenergo division director Sergey Demidov stressed that the power supply to consumers was restored as soon as possible. The power engineers applied all the knowledge and experience gained at special trainings and exercises, having coped with the situation on their own, without the help of the neighbouring regions. And this was despite the fact that from November 2015 and throughout the period of the autumn-winter operation crews from Belgorod and Stary Oskol Distribution Zones helped colleagues from Crimea overcome the effects of an energy blockade.

Belgorodenergo's employees installed, and then ensured trouble-free operation and maintenance of diesel generators in kindergartens, schools, apartment buildings and boiler houses of Sevastopol. For the success of the repair and first responding and restoration operations in the aftermath of an emergency situation on the territory of the Crimean Federal District and the city of Sevastopol in the result of undermining the poles of transmission lines, the participants were awarded letters of thanks from PJSC 'Rosseti'.

The steady operation of grids in the season of autumn-winter peaks was primarily due to the implementation of large-scale work to improve the reliability of the electric grid facilities. To fully implement the repair and investment program the branch repaired 2,710 km of power lines, 34 high voltage and 804 transformer substations, cleared and expanded 687.6 hectares of ROWs along power lines, spending 252.2 million rubles on it, which is 4% more than in the past.

The investment program of the branch amounted to 4.1 billion rubles. A total of 245 MVA of new capacity was commissioned in 2015. 1,217 km of 0.4-110 kV lines were constructed and renovated, ofthem - more than 220 km to improve the quality of power supply of 34 settlements of the region, more than 288 km - to provide electricity to 3,732 private housing construction sites in districts. Four high-voltage lines in preparation for the winter were removed from the flood zone.

Within the framework of the target reliability program the substations 35 kV 'Gostischevo', 110 kV 'Veidelevka', and 'Vitamin Factory' were reconstructed. Due to the replacement of power transformers at the 110 kV Substation 'Red Yaruga', 'Borisovka' and the 35 kV Substation 'Bessonovka' the power shortage was eliminated in settlements of three districts of the region. According to the grid connection program 11,669 contracts with a total capacity of 194.6 MW were performed. Electricity was provided to more than 20 significant agricultural enterprises for the region, about 40 socially significant budgetary institutions. In addition to industrial enterprises and public sector organizations the grid connection was provided for street lighting networks of eight highways with a total length of 47.7 km.

To improve the quality of life the branch completed work on the replacement of obsolete lighting fixtures on the streets of towns and villages in the region to energy saving ones. On January 1, 2016 all 190.4 thousand lighting points in the service area of Belgorodenergo refer to the category of energy efficient, have a long service life and the highest, compared with traditional sources, degree of light output.

This year, in order to save and improve the production efficiency the branch intends to perform over 70% of the repair program by own staff. They will repair 2,277.5 km of 0.4-110 kV power lines, 29 high voltage and 743 transformer substations, clear and extend over 673 hectares of ROWS along power lines. 251.5 million rubles were allocated for these purposes. 377 crews have already been checked for their readiness and since April 20 have started the season of mass maintenance work.

It is planned that the investment program for 2016 will amount to 4.3 billion rubles (as for development), which is 300 million more than the previous year. It is necessary to construct and reconstruct 986 km of power lines, of which 136 km - for power supply of 2,296 individual housing construction sites, 194 km - under the program of comprehensive reconstruction of grids in settlements of the region and 620 km - within the execution of grid connection contracts.

Major projects of the year will be construction of the 35 kV cable line 'Murom - New Tavolzhanka' of 17 km, comprehensive modernization of 5 high-voltage substations of 35-110 kV: 'Pushkarnaya', 'Belyanka', 'Viktoropol', 'Mandrovo', 'October', and the second stage of reconstruction of the substation 'Malinovka' to transfer it to the voltage of 110 kV, which will provide the required capacity of a large agribusiness enterprise in Rakityansky district.

Implementation of all the planned scope will provide reliable and quality power supply to consumers in the autumn-winter operation period of 2016-2017. According to Deputy Governor of the Belgorod region Yury Galdun, the theme of preparation for the winter is more social than technical, because it affects the interests of each resident of the Belgorod region 'Outstanding issues of a technical nature always go to the social area. But we have no doubt in good preparation and smooth operation of the next autumn-winter period, because we are confident in a serious and responsible attitude of Belgorodenergo to all preparatory activities. So we are not afraid of the next winter in this regard.'
