Power engineers of IDGC of Centre - Smolenskenergo division note an increase in the number of theft cases of electricity compared to the same period last year. In particular, as a result of raids for 10 months of 2015 524 cases of unauthorized connection to the power grid of the branch were revealed (which is 30% higher than the same period last year). As a result of the raids non-metered electricity was 10.9 million KWh.

Power engineers identified major cases of theft of electricity amounting to more than 17 million rubles, of which 4 cases of non-metered consumption in the amount of 7.6 million rubles were found during a raid in Yartsevsky district of the Smolensk region. As a result of the raids the largest number of acts on non-metered electricity consumption were recorded among individuals (369 acts), 145 facts of non-metered consumption were found among legal persons (including 37 facts of non-contractual consumption).

'Today Smolenskenergo has technical means to detect and prevent different ways of electricity theft. Modern measuring equipment, used by personnel of the branch, allows to identify unauthorized changes to the design of the meter, not provided by the manufacturer. On facts of violations found acts of non-metered consumption (theft) of electricity shall be drawn up. Depending on the material damage unfair consumers can be punished with a fine of 200 to 500 minimum wages or criminal liability for illegal manipulations of electricity meters, which is provided by Article 165 of the Criminal Code 'Causing damage to property by deception or abuse of trust,' explained the head of the department of electricity metering of Smolenskenergo Olga Avseenko.
