IDGC of Centre continues its work to prevent unauthorized use of power grid infrastructure facilities to accommodate third-party equipment. It is primarily about providers of communication services using power line poles for fiber optic cable (FOCL) suspension that are in operation of the power company.

Such actions jeopardize the reliability of electricity supply to consumers. FOCL cables installed in violation of the current electrical safety standards without prior approval of power engineers make it difficult to carry out maintenance, preventive and emergency repairs on overhead power lines. In addition, the weight of the fiber optic cable and its tension between the poles require compulsory calculation of loads on the pole, since it can be critical for a particular pole and even lead to its fall and, as a consequence, to interruption of power supply to consumers and accidents.

To prevent such situations, IDGC of Centre's employees in all regions of the company's operational responsibility (11 subjects of the Central Federal District) conduct regular inspections of power grid facilities for placement of third-party equipment. Thus, it was established that in 2016 unscrupulous counterparties unauthorizedly deployed the fiber optic cable on more than 50,000 power lines serviced by IDGC of Centre. The largest number of such objects (about 20 thousand) was revealed in the Kostroma region.

On all these facts acts of non-contractual placement were drawn up, owners of the fiber optic cable were identified. The largest number of contractors, who unauthorizedly placed the equipment on IDGC of Centre's power poles, was revealed in the Kursk and Kostroma regions (15 and 14 organizations, respectively). In cases where the legalization of the placed equipment did not carry a threat to reliable electricity supply to consumers, offers of contracts or supplementary agreements were sent to the violators. In other cases, as well as in situations where the owner was not identified, the equipment was dismantled.

Based on the results of the work done by the power engineers, more than 50 contracts and supplementary agreements for a total of about 18.7 million rubles were concluded. The proceeds will be spent by IDGC of Centre, including, to perform core activities.

IDGC of Centre intends to continue to work consistently to prevent unauthorized use of power grid infrastructure facilities. To solve this problem, the company plans to use all the opportunities provided by the current legislation.
