In early October the decision of the Railway District Court of the city of Orel entered into force prohibiting distribution of information on the 'Internet' on the sale of modified electricity metering devices, which can distort readings. This decision was made based on the application of the Railway District Attorney of the city of Orel, on the grounds of a petition of IDGC of Centre - Orelenergo division.

In accordance with the entered into force court decision, the distribution on the 'Internet' sites of information on the sale of modified electricity metering devices, which can distort readings, is prohibited in the territory of the Russian Federation. Access to sites, where such information materials are available, in accordance with the Russian Federation legislation, must be closed. The decision will be sent to the Federal Supervision Agency for Information Technologies and Communications to block access to sites that have distributed information to violate the law. In addition, this site will be included into the single register of banned sites.

Specialists of the Security Department of IDGC of Centre do regular work to curb the activities of legal entities and individual entrepreneurs, individuals engaged in the distribution of products that are used to distort readings of electric power meters. They regularly monitor the Internet, identifying sites that distribute information that violates the law. In order to prevent illegal activities, for all revealed facts, experts of IDGC of Centre send petitions to the law enforcement agencies of 11 regions, where the company operates.

Currently, in addition to the court decision of the Railway District of the city of Orel, 24 of such lawsuits have been sent to the courts by prosecutors of the Kostroma, Yaroslavl, Smolensk, Lipetsk and Tver regions.

As experts of the Security Department of IDGC of Centre say, currently on the 'Internet' there is a large number of information sites offering for sale products capable of stopping or distorting the electricity meter readings and instructions for use. At the same time sellers convince potential perpetrators of the impossibility of detecting by controllers of performed intervention and modification of metering devices.

According to Deputy Director of the Security Department of IDGC of Centre Konstantin Erofeev, selling such products sellers do not say that the use of devices affecting the meter readings is illegal and is easily detected by the power company. Instead of expected savings, offenders will face a heavy fine for theft of electricity, administrative or criminal punishment.

In accordance with para. 2 of the 'Basic provisions of the functioning of retail electricity markets' electricity consumption in violation of the order of electric energy metering on the part of the consumer, expressed in interfering in the work of metering device, is non-metered consumption.

Placed on sites advertisements offer for sale goods, obviously intended to be used for illegal purposes. Actions of site administrators create conditions contributing to crime execution under Article 165 of the Criminal Code of the Russian Federation, as well as administrative offenses under Articles 7.19, 7.27.1 of the Administrative Code of the Russian Federation.

Non-metered electricity consumption is a serious offense for which administrative and criminal liability is established. For this offense liability in the form of a fine is provided for citizens - up to fifteen thousand rubles; for officials - up to eighty thousand rubles or disqualification for up to two years; for legal entities - up to two hundred thousand.

If the actions contain signs of a criminal act, then the convicted may be applied penalty of a fine of up to three hundred thousand rubles or the salary or other income for a period of up to two years, in addition, or imprisonment for up to two years with a fine of up to eighty thousand rubles or the salary or other income for a period of up to six months or without it and with personal restraint for up to one year or without it.

In addition, unauthorized connection to a power source may result in improper operation of grid equipment, electric shock, and is often a cause of fire.
