MRSK Tsentra : Kurskenergo reduces accounts receivable for electricity transmission services

IDGC of Centre - Kurskenergo division continues systematic work to recover accounts receivable for electricity transmission services. The power company is implementing a set of measures to repay debts, both in cooperation with the region's authorities, in the framework of the commission for monitoring settlements with electricity companies set up at the initiative of PJSC 'Rosseti' and in the course of claims and lawsuits.

The measures taken bring results. In January-February, the power company managed to reduce receivables by 28 million rubles. However, its overall level remains high: 1.256 billion rubles as of 1 March, including 642 million rubles - overdue. One of the main reasons for this situation is actions of the main categories of non-payers, including sales companies and municipal unitary enterprises (MUEs): they accumulate new debts. The largest debtors of the company are LLC 'REC', whose overdue debts amount to 42 million rubles, JSC 'Oboronenergosbyt' (34 million rubles), as well as MUE 'Gorvodokanal' and MUE 'Gorteploset' in Zheleznogorsk (18 million rubles and 9 million rubles, respectively). The total amount of penalties to them from Kurskenergo within the framework of the claims brought against them is 347.9 million rubles. Currently, trials are ongoing.

Actions of non-payers pose a serious threat to the financial stability of the power grid company and, taking into account the fact that the funds from the sale of power transmission services are spent by Kurskenergo to finance production programs, may negatively affect the normal life of consumers in the Kursk region.

The power company intends to continue work to recover accounts receivable, using for this purpose all the opportunities provided by the current legislation. Kurskenergo is open to discuss proposals for debt restructuring, including taking into account the financial capabilities of its counterparties, provided that they adhere to a constructive position and take real steps to fulfill their contractual obligations.
