As at 1 October 2016 overdue receivables of consumers for electricity transmission through the grids of IDGC of Centre - Smolenskenergo division amounted to 1,777.6 million rubles. The bulk of the debt is a debt of the former supplier of last resort OJSC 'Smolenskenergobyt' (1,504.6 million rubles), the recovery of which is within the framework of bankruptcy proceedings. The supplier of last resort of the Smolensk region JSC 'Oboronenergosbyt' also has a significant debt - 91.7 million rubles and a number of large customers being bankrupt - 90.1 million rubles (CJSC 'RAAZ AMO ZIL' in the city of Roslavl, OJSC 'Iceberg' in the city of Smolensk, 'Firm 'Heat' LLC in the city of Safonovo).

Smolenskenergo pays special attention to collecting debts. To solve this problem, the branch uses all mechanisms provided for by the legislation - claim-related work and judicial procedures.

During 9 months of 2016 in the framework of claim-related work in the courts of various levels 38 applications were considered for the recovery of 39.43 million rubles of debt for electricity sold to customers in the period of performing the functions of a supplier of last resort, and 40 applications for the recovery of 93.43 million rubles of debt, arising from other types of business activities of the enterprise. 142.26 million rubles were recovered with judicial decisions. Funds received for services rendered for electricity transmission will be used now for repair and modernization of power grids. Work performed is aimed at improving the reliability of electric grid facilities and uninterrupted power supply to residents of the Smolensk region.

In addition, IDGC of Centre in June 2016 signed an agreement with 'M.B.A. Finance' LLC, which renders on the territory of the Smolensk region services for informing population on the debt for electricity supplied by IDGC of Centre - Smolenskenergo division for the period from 01.10.2013 on 31.05.2014. In accordance with the agreement 'M.B.A. Finance' brings information to defaulters about unpaid electricity, and is working to reduce debt levels. For citizens there is toll-free hotline at 8-800-555-79-74, where you can specify your questions with regards to your debt. In June - September 2016 with the help of 'M.B.A. Finance' LLC Smolenskenergo managed to return 378.5 thousand rubles.

Smolenskenergo encourages those who still have not paid off their debts for the rendered services on electric power transmission to do so in the near future. Otherwise, the branch will be forced to file a lawsuit in court, then the debtor is obliged to pay not only the accumulated debt, but also legal costs and other judicial expenses.
