Propane supply costs are adjusted on an annual basis based on the contracted market supply price along with any over or under-collection of the previous year's contract. NorthWestern Energy does not earn a profit on the supply cost.
If approved, the summer rate, including supply, delivery and service charges, will decrease from $1.91 per therm (or the equivalent of $1.75 per gallon) to $1.12 cents per therm (or the equivalent of $1.03 per gallon) and the winter supply rate will decrease from $2.02 per therm (or the equivalent of $1.86 per gallon) to $1.18 cents per therm (or the equivalent of $1.08 per gallon).
NorthWestern also proposes to amortize and collect approximately $7,404 in previously uncollected supply costs over the next year. If approved, the deferred propane cost amortization rate will decrease to $0.01951 per therm.
The overall cost adjustments translate into a total bill decrease of $23.69 per month during the summer season for a typical residential customer using 30 therms and a decrease of $67.58 per month during the winter heating season for a typical residential customer using 80 therms. The actual decrease will depend on each customer's usage.
The current delivery and service charges are unaffected by this filing. NorthWestern has about 580 propane customers in Townsend.
Propane costs have decreased nationwide in recent months due to a variety of factors that have affected supply and demand. The new rates will go into effect on June 1, 2015 on an interim basis, if the PSC approves.
