Portland General Electric : PGE submits storage plan to Oregon Public Utilities Commission

PORTLAND, Ore. - Portland General Electric Company (NYSE: POR) today filed a proposal with the Oregon Public Utility Commission outlining the development of up to 39 megawatts of energy storage in its service area. The proposal (under OPUC docket UM 1856) calls for investing between $50 million and $100 million to deploy a wide array of energy storage projects that will help integrate renewables on the grid, improve the region's energy resilience, and inform future investment in energy storage.

'Renewable energy is inherently variable, and so as we increase the amount of clean energy on our system, it will be increasingly important that we are using energy storage to make sure power is always available to meet our customers' needs. The plan we filed today will be the foundation for our energy storage investments moving forward. By testing a wide variety of projects, we will learn more about how we can best integrate this type of technology across our system in the most efficient and effective way. In 2015, PGE worked together with stakeholders to craft an energy storage mandate that was passed into law by the Oregon State Legislature. This legislation required that PGE procure at least 5 megawatt hours - and up to one percent of PGE's 2014 peak load (38.7 MW) - of energy storage by 2020. In its filing, PGE proposes a wide variety of storage projects, including:

• A microgrid pilot at customer and community sites. PGE will install batteries alongside existing solar and biomass facilities to improve resilience;
• A battery at a substation to provide energy and capacity and other ancillary services;
• A storage asset integrated into the Baldock solar facility, which is an existing 1.75 MW solar array. This will be an opportunity to integrate large-scale solar along with automation to increase reliability;
• Up to 500 residential, behind-the-meter, PGE-controlled batteries throughout PGE's service area to pilot the development of a residential storage program and operate a distributed, aggregated fleet of storage assets;
• A 4 to 6 MW transmission-connected storage device to create a 'hybrid plant' at PGE's Port Westward 2 facility. The project will allow PGE to realize the full value of the spinning reserves of an off-line turbine (18.9 MW), reducing fuel use and emissions at the plant or allowing another plant (e.g. hydro) to operate at full capacity.

The storage filing builds on the learnings from the Salem Smart Power Center, an 8,000-square-foot facility in Salem, Ore., that was completed in 2013. It was developed by PGE and partners as part of the largest regional smart grid demonstration project in the nation at the time - the Pacific Northwest Smart Grid Demonstration Project. The project used state-of-the-art storage batteries and leading edge 'micro-grid' technology to demonstrate how variable renewable energy sources, such as solar and wind power may be stored for later use.

Today's storage filing is also central to the company's push for a decarbonized electric system, reflecting the desire of customers for cleaner energy. Last year more than 40 percent of the energy PGE delivered was from carbon-free sources. By 2040, PGE expects approximately 70 percent of the energy it delivers to all customers will be carbon-free.
