He has been elected vice president - construction with responsibility for Construction and Engineering and the oversight of two service groups: Laboratory & Testing Services, and Maintenance & Repair Services.

Cellars has been with PSEG Power since 2009. Under his leadership he was responsible for the construction of the Kearny, New Jersey and New Haven, Connecticut peaking units and the installation of Back End Technology at Mercer generating station in New Jersey. He holds a bachelor's degree in Mathematics and Economics from Ohio Wesleyan University and a MS in Project Engineering and Management from Johns Hopkins University. He is a member of Pi Mu Epsilon, a national mathematics honorary society, and previously served on the board of the Greater Newark Conservancy.
