Oleg Budargin, Rosseti's Director General and Alexei Alyoshin, the Head of the Russian Federal Service for Environmental, Technological and Nuclear Supervision met in Sochi on March 24 to discuss cooperation between two businesses.

The meeting involved over 70 specialists, including leaders and inspectors of Rostechnadzor's territorial divisions, as well as the Heads of Rosset's affiliated companies.

The participants in the meeting said cooperation between Rosseti and the Federal Service for Environmental, Technological and Nuclear Supervision had a positive impact on power grid as a whole: the breakdown rate has been reduced by 50% over the past four years.

Special attention was paid to the results of 2016-2017 winter season and preparations for the upcoming high-water and summer fire danger periods.

The existing results prove the improvement in operation at peak loads.

Rosseti presented a new internal document - the power grid security certificate. This document is to be granted to affiliated power grid companies based on their performance audit and the readiness assessment under extreme conditions. Rostechnadzor showed interest in Rosseti developments. The parties agreed to involve supervision bodies involved in assessing power grids and exchanging experience and views on the project replication in other companies.

During the meeting, Budargin and Alyoshin signed a bilateral agreement on expanding cooperation to ensure power grid sustainability and development.

Under the agreement, the parties seek to develop close cooperation in order to ensure industrial security at dangerous production facilities, conduct inspections of engineering systems, prepare it for winter season, implement an investment program, train personnel and make knowledge checks, maintain cooperation by monitoring scientific and technical approaches toward ensuring security of Russian power grids.

The parties also agreed on drafting proposals within their competencies aimed at improvements in Russian legislation: the parties agreed to work out new draft laws, legally enforceable enactments and regulatory instruments, and make amendments to prior laws on power grid safe operation and development.
