What is the Human Capital Partnership (HCP) Programme?
The Singapore Workforce is made up of two-thirds locals and one-third foreigners. Human Capital Partnership (HCP) Programme is a tripartite initiative that brings together a community of employers who are committed to grow their businesses and stay competitive by having progressive employment practices, and developing their human capital. This programme aims to achieve 3 major outcomes:

  1. Stronger Singaporean Core by investing in the development of local employees across all levels (develop the 2/3).
  2. Stronger complementarity between local and foreign employees (1/3 complementing 2/3 instead of 1/3 competing with 2/3).
  3. Skills transfer from foreign to local employees to enhance capabilities. Enhance overall competitiveness of the workforce (2/3 + 1/3 > 1).

The HCP Programme, launched on 16 November 2016 by the Minister for Manpower, Mr Lim Swee Say, recognises and supports employers, known as HCPartners. This community of HCPartners will focus on human capital development which is essential for Singapore's economy to remain competitive, for businesses to attract and retain talent, as well as Singaporeans to continue to have better jobs, better salaries and better careers.
