In addition to test reports and/or EC type examination certificates, Turkey now requires an EC Declaration of Conformity for toys imported into the country.

On June 30, 2017, Turley's Ministry of Economy issued an internal notice, referring to the earlier published Communiqué of Import Inspection for Toys (No 2017/10). According to this announcement, from July 10, toy producers are obliged to issue an EC declaration of conformity. This declaration of conformity should be presented to import inspectors together with a product's test reports and/or EC type examination certificates.

The Ministry of Economy issued the Communiqué of Import Inspection for Toys (No 2017/10) on December 30, 2016 clarifies the TAREKS system and related testing criteria. According to No 2017/10, the following documents must be uploaded to TAREKS:

  1. A copy of the original test reports issued by an accredited laboratory, or a copy of the test reports approved by the testing laboratory, that demonstrate conformity with the harmonized national standards for toys
  2. For toys that do not conform to the all or part of the harmonized standard, a copy of the EC Type Examination Certificate originally issued by a notified body or approved by the regulatory body
  3. Original test reports from an accredited laboratory, or the approved copies, showing compliance with the azo colorant and azo dye requirements (for toys containing textile or leather components), and phthalate requirements (for PVC toys)

For Turkey, toys need to comply with the Toy Safety Regulation (Date: 04.10.2016 No: 29487). Include link http://www.resmigazete.gov.tr/eskiler/2016/10/20161004-24.htm) The Toy Safety Regulation is implementing EU toy safety directive 2009/48/EC accepting EU harmonized standards and requirements:

  • EN 71-1: Physical and mechanical properties
  • EN 71-2: Flammability
  • EN 71-3: Migration of certain elements
  • EN 71-4: Experimental sets for chemistry and related activities
  • EN 71-5: Chemical toys (sets) other than experimental sets
  • EN 71-7: Finger paints
  • EN 71-8: Activity toys
  • EN 71-12: Nitrosamines (for children under 36 months or toys intended to be placed in the mouth)
  • EN 71-13: Olfactory board games, cosmetic kits and gustative games
  • EN 71-14: Trampolines
  • EN 62115: Electric toys
  • LED tests
  • Cosmetic tests for Cosmetic Toys
  • Azo dyes
  • Phthalates

Another update was published on April 1, 2017, for toys for children under 36 months toys/ toys intended to be placed in the mouth.
