SGS : How EAC Conformity Certification Impacts the Export Of Electrical and Electronic Products to the Eurasian Union

Exporters of electrical & electronic products to member-states of the Eurasian Economic Union (EAEU), including Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan, need to meet a range of EAEU requirements.

The Customs Union (CU), formed in 2010, is harmonizing existing national standards (GOST-R, TR Russian Federation, ST-B (BLR) and GOST-K) for product certification and replacing them with new technical regulations (TR) - known as either TR CU, or TR EAC.

In accordance with Custom Union Regulation 768, that came into force on February 15, 2013, for specific product categories which fall into the EAC certification scope, the original requirements of GOST-R, STB and GOST-K will be replaced by EAC certification. In Russia, some product categories, such as rechargeable batteries, do not yet fall within the scope of EAC certification , therefore GOST-R compliance is still required.
Products that have been certified in accordance with CU-TRs can be freely traded in the Customs Union territory. Currently, EAC certification is mandatory in all EAEU countries. Almost all types of electric & electronics products are covered by the Eurasian Union regulations, including:

• LVE: Safety of Low Voltage Equipment (TR 004/2011)
• EMC: Electromagnetic Compatibility of Technical Product (TR 020/2011)
• Safety of Machines and Equipment (TR 010/2011)
• Safety of Equipment For Use In Explosive Environments (TR CU 012/2011)
• Safety of Elevators (TR CU 011/2011)

There are two routes to navigate the EAC Marking Process, depending on the type of product:
For Batch Certification and Declaration:

1. Product testing
2. Certification

For Series Production Certification:

1. Product testing
2. Factory inspection
3. Certification
4. Surveillance inspection

EAC Marking Process

The EAC mark should be affixed to the product and packaging, and its height should be no less than 5 mm.

The Customs Union awards two certification types:

• Certificate of Conformity (COC): for local/overseas companes, as determined by CU-TRs
• Declaration of Compliance (DOC): for local companies

According to EAEU Commission Decision No. 154, dated November 15, 2016, the Applicant for the CoC/DoC can only be a legal entity registered in the territory of the Customs Union (EAEU) - local manufacturer, retailer or an authorized Local Representative.

EAC certificates are valid per batch, or for a period of up to five years. An initial factory inspection is required before certification for COC (serial production), anda surveillance inspection is required to maintain its validity.
