The Bureau of Trade of Argentina published Resolution 404-E/2016 on 5 December 2016. The resolution requires a Product Composition Sworn Declaration (DJCP) to be presented to the Bureau of Trade of the Ministry of Production by manufacturers and importers of textile or footwear articles. The declaration must contain the percentage composition of the fibers or of the constituent materials in the product and the validity of the information stated on the product labels.

The Product Composition Sworn Declarations (DJCP) for textile and footwear articles must be filed using the electronic platform named Integrated System of Trade (SISCO). Once the sworn declaration is accepted, an acceptance certificate with its acceptance code will be issued and will be valid for 120 days for entry of the goods into the Argentina market. The Enforcement Authority may require that the National Institute of Industrial Technology (INTI) confirm the accuracy of the declared information of any article regarding fiber or material composition. The DJCP along with a laboratory test report as supportive evidence will be required beginning 180 days from the effective date of the resolution. The proposed effective date of the resolution is February 2017.

Inventory of textile or footwear in the possession of the manufacturers, importers, distributors, wholesalers and retailers may be marketed without having the corresponding DJCP as established by the resolution for a period of 360 days after the enactment is enforced.

Textile product - in its raw, semi-processed, semi-manufactured, manufactured, semi-finished, ready-made, consists exclusively of fibers or textile filaments, in addition to the following:

1. Products having at least 80% of their mass consisting of fibers or textile filaments.

2. Furniture coverings, mattresses, pillows, cushions, camping articles, floor coverings and overcoats for footwear and gloves, the textile components of which account for at least 80% of their mass.

3. Textile products incorporated into other products, of which they become an integral and necessary part, except footwear.

Footwear product - considered being any product with sole or outsole intended to protect or cover the feet and lower part of the leg, partially or totally, including parts sold separately (chaplet, lining, bottom or outsole, insole).
