Section 104 Rule for Baby Slings Carriers, 16 CFR 1228, accepted ASTM F2907 and added an additional Label-Adherence Mandate ensuring the permanence of warning labels.

On 16 January, 2017, Consumer Product Safety Commission (CPSC) voted 3 -2 under PSL 1/2/17 and passed a Section 104 rule for Infant Sling [1] Carriers codified under 16 CFR 1112 and 1228 with one modification to F2907-15, Standard Consumer Safety Specification for Sling Carriers.

ASTM F2907-15 defines a ''sling carrier'' as ''a product of fabric or sewn fabric construction, which is designed to contain a child in an upright or reclined position while being supported by the caregiver's torso.'' These products generally are intended for children starting at full-term birth until a weight of about 35 pounds

The change would require that warning labels attached with sewn seams must be attached to the fabric on all sides of the tags and be visible in all use positions. Label text must use a large font size.

CPSC staff agreed that large tags sewn on only one end of the fabric are often removed by consumers and the proposed change encourages the permanence of safety labeling.

The rule will become effective 12 months after the date of publication in the Federal Register.

The Commission issued a Notice of Proposed Rulemaking (NPR) for sling carriers under 79 FR 42724 on 23 July, 2014, and SGS published a Safeguard on August 2014 [2].
