SGS SA The Zanzibar Bureau of Standards (ZBS) has introduced its own Pre-Shipment Verification of Conformity (PVoC) program, selecting SGS to provide Product Conformity Assessment (PCA) services.
As a result, SGS will offer exporters efficient, comprehensive and tailored solutions to ensure that shipments conform to Zanzibar's standards and approved equivalents.
The ZBS PVoC program brings Unguja and Pemba Island, which are part of the Republic of Tanzania, into line with the Tanzania mainland and other State Members of the East African Community. The program is set to commence on November 1, 2016.
As a world-leader in PCA services, SGS was chosen by ZBS due to its extensive experience in managing conformity assessment programs around the world, global network of experts, dedicated software platform and hundreds of laboratories worldwide.
The program
PVoC is a consignment-based conformity assessment process used to verify that products imported into Zanzibar meet the applicable Zanzibar standards, or the approved equivalents, and technical regulations before shipment.
Under PVoC, products to be imported will undergo verification and testing at the country of supply (exporting) and a Certificate of Conformity (CoC) will be issued to demonstrate that the products meet the applicable standards and PVoC regulations. SGS will provide the conformity assessment elements undertaken in PVoC, which include, but are not limited to:
- Physical inspection prior to shipment
- Sampling, testing and analysis in accredited laboratories
- Audit of product processes and systems
- Checking conformity with regulations and overall assessment of conformity to the required standards
The objectives
The objective of the program is to protect Zanzibar and its consumers against the importation of substandard products that can endanger public health, safety and the environment. As well as prohibiting the entry of unsafe and sub-standard products, the PVoC program aims to protect local manufacturers against unfair competition from imported products that do not comply with the country's national regulations and standards.

- Toys and sports
- Electrical and electronics
- Automotive
- Chemical products
- Mechanical materials and gas appliances
- Paper and stationery
- Furniture (wood and metal articles)
- Textile, leather, plastic and rubber
- Safety (personal protective) equipment
- Food and food products
- Used products
- Fuel products
