SGS, as the Accredited Cargo Surveying Company (ACSC) for the Bulk and Break Bulk Cargo Clearance Enhancement Program (BBBCCEP) of the Philippine Bureau of Customs (BOC), is well-prepared and equipped to service the needs of importers, exporters, and brokers conducting business in the Philippines.

Because of its established global network and reputation for objectivity and reliability, SGS has been appointed and re-appointed as the BBBCCEP's ACSC since the beginning of the program, providing its assistance to exporters, importers, and brokers and coordinating the inspection of goods that are subject under the BBBCCEP.

The BBBCCEP is a government-mandated customs trade facilitation established in June 2010. SGS, through its affiliates from exporting countries, survey bulk and break-bulk cargo headed to the country. SGS provides reports that will be the basis for the Bureau of Customs to facilitate the movement and release of imported articles.

The program has been expanded and will cover all containerized goods arriving at or destined for the Philippines, with the inspection taking place prior to shipment to the Philippines. The program's expansion includes the following planned exemptions:

  • Air shipments;
  • Containerized shipments included in the list of approved importable goods of Super Green Lane (SGL) members;
  • Importation of personal effects and household goods of a balikbayan and his/ her family under R.A. No. 6768, as amended, Overseas Contract Workers and other returning residents;
  • Importation of vehicles and motorcycles of balikbayan and returning residents; and
  • Importations of container shipments covered by an import or admission permit and bound for Philippine Economic Zone Authority Zones (PEZA) and duly chartered or legislated freeports under Republic Act No. 9400 and such other freeports as established or created by law.
IN VIEW OF THE PROGRAM'S EXPANSION, SGS PHILIPPINES, INC. WILL CONDUCT THE SGS BUSINESS FORUM ON THE PHILIPPINE BULK AND BREAK-BULK PROGRAM IN JULY 2014.

The SGS Business Forum is designed to create further awareness on the program's expansion and its scheduled effectivity in August 2014.

The sessions of SGS Business Forum on the Philippine Bulk and Break Bulk Program will be held at the SGS Academy of SGS Philippines, Inc., 3/F Alegria Building, 2229 Chino Roces Avenue, Makati City from 10:00 A.M. to 12:00 Noon (lunch provided), with the following schedule:
