When Cosmetics Regulation (EC) No 1223/2009 was published in 2009 some of the annexes were incomplete and contained a number of discrepancies compared with the annexes of Directive 76/768/EEC. Also since 2009 there have been a number of opinions from the Scientific Committee on Consumer Safety (SCCS) that have required changes to be made to the regulation.
