Increasing awareness of product quality and safety in the China market has resulted in new mandatory national standards released by the China government for children's products. The newly published mandatory national standards of China include the safety technical specification for children's footwear and the safety technical code for infant and children's textile products.

China - New Safety Technical Specifications for Children's Footwear GB 30585-2014[1]

The Chinese General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration of the People's Republic of China (SAC) have jointly published the mandatory national standard GB 30585-2014 'Safety Technical Specifications for Children's Footwear'. The new standard became effective on 1 January 2016.

The standard specifies the safety technical terms and definitions, product classification, technical requirements, test methods and judgment rules for children's shoes. The standard is applicable to footwear made from various materials for children up to 14 years old (shoe size no larger than 250mm) for their daily wear and use, excluding children's rubber shoes. The safety requirements regulated in the standard include physical and mechanical properties (accessible sharp edges and sharp points, technical heel height, steel shanks, etc.), restricted substances (chromium VI, hazardous aromatic amines dyes, formaldehyde, heavy metal, DMFu, N-nitrosamine, phthalates, etc.), odor and other requirements for children's footwear.

China - New Safety Technical Code for Infant and Children's Textile Products GB 31701-2015[2]

The Chinese General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration of the People's Republic of China (SAC) have jointly published the mandatory national standard GB 31701-2015 'Safety Technical Code for Infants and Children Textile Products'. The new standard will become effective on 1 June 2016.

The standard specifies the technical terms and definitions, quality requirements and inspection rules for infant and children's textile products and is applicable to textile products that are worn or used for infants less than or equal to 36 months and children 3 years to 14 years. Besides requesting to meet the safety requirements of GB 18401-2010, the safety requirements regulated in the standard include restricted substances (lead, cadmium and phthalates), colour fastness to wet rubbing and flammability requirements, physical and chemical requirements for filling materials and attached component properties (the size and sharp edge of accessories, cords and drawstrings attributes).

There is a two-year transition period for implementation. Products produced before 1 June 2016, which meet the current relevant requirements of the standard, are allowed to be sold in the China market until 31 May 2018. Starting from 1 June 2018, all related products selling in the market must comply with GB 31701-2015.
