HipLink Software and TeleCommunication Systems Team to Provide City of Rio with Powerful Wireless Communications Platform for FIFA 2014 World Cup Brazil

Messaging Platform Supports the Rio Operations Center for Multi-Agency Alerts

LOS GATOS, CA, July 7, 2014. HipLink Software, a leading provider of wireless messaging and notification solutions, and TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a world leader in highly reliable and secure mobile communication technology, have teamed to provide the Rio Operations Center, Brazil (COR), a comprehensive messaging platform in support of the 2014 FIFA World Cup Brazil for games being held in the city.

The Rio Operations Center helps coordinate communications to key personnel in many different city organizations and public safety agencies, encompassing 30 agencies and over 2500 devices on a daily operational basis. These include city officials, hotel representatives, FIFA personnel, Maracana stadium officials, power and utility officials, and other World Cup stakeholders. Key individuals within these organizations are receiving messages about traffic conditions, critical information relating to venues and events, issues of public safety, and any information deemed important by COR.

The HipLink platform enables COR to control account access, manage groups, create messages and select recipients. COR messages are delivered through the TCS Cloud Messaging Center platform which determines the appropriate delivery method, converts messaging protocols and routes the messages to the appropriate wireless carrier for delivery to the designated recipients.

"We are extremely pleased to play a part in the 2014 FIFA World Cup Brazil by supporting the Rio Operations Center in their resource coordination," said Pamela LaPine, President and CEO of HipLink, "The sophisticated capabilities of the HipLink platform combined with the broad telecommunications technology of the world-class TCS Cloud Messaging Center provide COR the first ever comprehensive and interlinking World Cup communications network."

"We are honored to have this opportunity to team with HipLink, which is a premier provider of wireless text and voice communication solutions. Together our resources and expertise have provided a simple and secure messaging network to the City of Rio de Janeiro and it is our pleasure to support their commitment to the safety and security of all those who will be attending the World Cup," said TCS Vice President of Mobility Solutions Keith Bhatia.
