Refinery Status: Sulfur Recover Plant Down At Phillips 66 Wilmington, Calif., Refinery

A sulfur unit at Phillips 66 100,000 barrel-a-day Wilmington, Calif., refinery shut down unexpectantly on June 26, causing a flaring event, according to the California Emergency Management Agency hazardous materials spill report. Traders were blaiming this even and recent problems at ExxonMobil's Torrance, Calif., refinery for a 20.0 c/gal spike in spot Los Angeles gasoline prices this week.
A hydrocracker at Flint hills Resources 297,000 barrel-a-day Corpus Christi, Texas, refinery was shut down on June 26 after the discovery of a heat exchanger leak on June 25, according to the U.S. National Response Center.
An unplanned flaring event is taking place on June 26 and June 27 at ExxonMobil's 152,000 barrel-a-day Torrance, Calif., refinery, according to the South Coast Air Quality Management District. The event is in addition to an earlier announcement of a planned event taking place from June 24 throught July 4. Premiums for Los Angeles gasoline have doubled since the unplanned even was announced.
Another emisions event took place on June 25 at Alon USA's 67,000 barrel-a-day refinery in Big Springs, Texas, according to the Texas Commission on Environmental Quality. Flaring was evident throughout the morning as a result of a plugged system.
A sulfur recovery unit at BP PLC's 405,000 barrel-a-day refinery in Whiting, Ind., was back in service on June 25, following a fire at the facility on June 21, according to traders doing business with the company. Two workers were injured in the fire.
A line leak ws reported on June 25 at the 282,000 barrel-a-day Houston, Texas, refinery owned and operated by Lyondell Basell, according to the Texas Commission on Environmental Quality. The line has been blocked and the lead stopped.
Monroe Energy, a wholly owned subsidiary of Delta Airlines, will begin an extensive turnaround at it's 185,000 barrel-a-day Trainer refinery near Philadelphia, on July 4, according to trader's familiar with the plants operation. The recently purchased refinery is expected to be running at normal rates by September.
A flaring event took place on June 23 at Valero Energy Corp.'s 142,000 barrel-a-day Corpus Christi, Texas, refinery, according to the U.S. National Response Center. It wasn't know which unit was being affected.
Motiva's 75,000 barrel-a-day hydrocracker at it's 600,000 barrel-a-day refinery in Port Arthur, Texas, has been put into restart mode after being taken out of servce on June 23 due to a chain of malfunctions, according to traders doing business with the company
A planned 10 day flaring event has been scheduled at ExxonMobil's 155,000 barrel-a-day refinery in Torrance, Calif., from June 24 through July 4, according to the South Coast Air Quality Management Districe. The company had scheduled maintenance on a coker, pre-treater and hydrogen unit from June 4, through June 13.
A 78,000 barrel-a-day fluid catalytic cracking unit at Valero's 290,000 barrel-a-day refinery in Port Arthur, Tx., is retuning to planned rates on June 22, after run cuts were enacted on June 10 due to problems with air blowers, according to Valero spokesman Bill Day
A fire was extinguished on June 21 at BP's 405,000 barrel-a-day refinery in Whiting, Indiana, according to trading sources doing business with the company. There wasn't any indication of affected units and the refinery was operaing normally. Two workers were injured.
In additon to the recent shutdown of a 325,000 barrel-a-day crude unit at Motiva Enterprises 600,000 barrel-a-day Port Arthur, Tx., refinery, the company will also be taking a reformer and hydrotreater out of service, according to traders and marketers doing business with the company.
Citgo's 167,000 barrel-a-day refinery in Lemont, Illinois, was affected by an instrument failure, which relased sulfur dioxide into the atmosphere the morning of June 19, according to a filing provided by the US National Response Center. No specific refining unit was mentioned in the NRC filing.
A crude unit was upset on June 19 at the 122,000 barrel-a-day refinery in El Paso, Texas, refinery owned by Western Refinng Inc, according to the Texas Comission On Environmental Quality. The unit was taken out of service for a day due to an interruption in feedstock supply and a flaring event was seen for 14 hours.
A sulfur unit tripped on June 18, at the 139,000 barrel-a-day HollyFrontier refinery in El Dorado, Kansas, according to a notice from the National Response Center. The duration of the hydrogen sulfide release was about one hour.
A power loss took place at Phillips 66, 260,000 barrel-a-day Westlake, LA., refinery on June 16, according to the National Response Center. The power outage was of short duration and an affected unit was restarted.
An emissions event took place on June 15 at Phillips 66, 105,000 barrel-a-day refinery in Ferndale, Wa., according to the National Response Center. The duration of the even was only one hour and no firm indications were forthcomng regarding the effect on any refinery units.
A planned flaring event is scheduled to take place at BP's 265,000 barrel-a-day refinery in Carson, Calif., from June 18 through June 25, according to the South Coast Air Quality Management District. No firm indication was given as to shich units will be affected.
Citgo on June 12 said planned turnaround maintenance at unspecified process units at its Lemont, Illinois, refinery had been completed. The work began at the end of April and traders doing business in the region said a crude unit was one of the units slated work.
Valero Energy Corp. (>> Valero Energy Corporation) on June 12 said the leak in an LPG line leading to a hydrocracker unit at its Corpus Christi, Texas, refinery had been repaired. The leak was discovered the day before and the hydrocracker continued to operate during the work, the company said.
An FCCU at Valero's Port Arthur, Texas, refinery continues to operate at a slightly reduced rate while work continues to repair associated blowers, the company said on June 12.
The smallest of three crude distillation units at BP PLC's (BP, BP.LN) Whiting, Indiana, refinery was restarted over the weekend, a source familiar with the plant said on June 11. It was taken out of service for unplanned work around June 1.
Delek US Holdings (>> Delek US Holdings, Inc.) on June 11 said a malfunction at sulfur recovery unit 1 at its Tyler, Texas, refinery caused a brief period of emissions, according to a report to environmental regulators.
Motiva Enterprises'(RDSA, RDSB) newly-commissioned 325,000-barrels-a-day crude unit at it's Port Arthur, Texas, was taken out of service over the weekend for weeks, if not months, of repairs, a source familiar with operations at the plant said on June 11. The unit was commissioned into service on May 31 and shut on June 4 to repair leaking valves, the same source said at that time.
Exxon Mobil Corp. (>> Exxon Mobil Corporation) on June 9 reported planned flaring at its Torrance, Calif., refinery to Calif. state regulators. The company on June 4 said several units, including a coker, pretreater and hydrogen unit, were scheduled for several weeks of planned maintenance and that flaring could be visible between June 4 and 13.
Shell Oil Co. (RDSA, RDSB) on June 8 reported flaring and a release of sulfur dioxide at its San Francisco-area refinery in Martinez, Calif. The cause wasn't known and no other details were provided in a filing to Calif. state regulators.
Marathon Petroleum Corp. (MPC) on June 8 told Dow Jones Newswires that planned maintenance was under way at a number of operating units at its refinery in Robinson, Ill. No other details were provided.
