Illinois House Bill 2610 was signed by Governor Bruce Rauner on August 25, 2017. The bill states the Secretary of State may implement an auto liability insurance reporting system 'consistent with the standards and procedures of a nationwide organization whose primary membership consists of individual insurance companies and insurance trade associations.'

At this time, the state has not released guidelines or timetables for implementation of the new reporting system. However, below are a few predetermined elements of the system:

  • Vehicles registered in Illinois must prove liability coverage at least twice a year.
  • Reporting commercial vehicles will be optional.
  • Motorists unable to prove coverage through the system will be issued a notice and have 30 days to prove coverage or have their registration suspended.
  • The Secretary of State is authorized to use a vendor to implement the reporting system.
