Resignation Of Russian Telecom Regulator May Delay LTE Tenders

Tenders for Long Term Evolution frequencies for Russian telecommunications operators may be delayed following the resignation of Igor Slyunyaev as governor of the Kostroma region.
Sergey Sitnikov, the head of Roskomnadzor, Russia's telecoms oversight regulator, has been appointed acting governor in his place. The regulator is responsible for organising the tenders.
Tenders from Mobile Telesystems (MBT), VimpelCom (>> VimpelCom Ltd (ADR)), MegaFon and Rostelecom (RTKM.RS) have already been delayed by several months, leaving companies such as Scartel and Osnova Telekom, which already have the frequencies, ahead of the game, industry experts say.
