WPP's Government & Public Sector Practice has appointed Sean Larkins as Director of Consulting and Capability. Sean joins from the UK Government where, as Deputy Director of Government Communications, he led the reform of UK Government communications on behalf of the Prime Minister's Office and Cabinet Office. He was also responsible for the Government Communication Service's professional development programme for nearly 4,000 civil servants.

Sean will work across the Practice, particularly with Millward Brown Vermeer to bring their communications and marketing capability offer to government clients around the world.

The WPP Government & Public Sector Practice launched in 2014 to deepen the work of WPP's agencies with governments around the world. WPP agencies from across the Group work with their clients to support the delivery of integrated government communications, with specialist capability in behavioural insight, digital government communications, country branding, and government recruitment communications. The Practice has recently announced the launch of hubs in London, Brussels, the Middle East and North Africa, Australia and New Zealand, and East Africa, with plans to launch in Singapore and Washington DC.

Sean helps WPP's government and public sector clients build their own internal capacity by focusing on organisation and change management; capability, training and performance; and leadership and innovation.

Sean was previously Deputy Director of UK Government Communications where he led the reform of government communications on behalf of the Prime Minister's Office and Cabinet Office. He was also responsible for the professional development of nearly 4,000 government communicators.

Sean has also been a Director of Communications for a Whitehall department and a government agency. He led the UK government's own strategic consultancy and planning team. He has worked on public sector communications in Estonia, Latvia, Bosnia and Ukraine and outside of government for organisations including The Body Shop International.

Across his career, Sean has experience of journalism, marketing, communication, public relations, stakeholder engagement and media management. He is passionate about the power of education and is a Trustee of the Further Education Trust for Leadership.
