Antigua and Barbuda enter CTCP second phase

State and non-state actors gathered, on Wednesday, for the launch of the components 100 and 300 of the Caricom Trade and Competitiveness Project (CTCP).
Antigua and Barbuda is first on the list of the Member States that will embark on the next level of the CTCP, Ambassador Colin Murdoch noted.

The CTCP, in the first phase, focussed on legislative and administrative gaps, the role of gender and the environment in the CSME, the strengthening of the Technical Vocational Education Training (TVET) structure, and the information-flow structure amongst CSME stakeholders.

Phase two's implementation was described by consultant Dr. Noel Watson of A-Z Consultants as having a strong focus on people, processes, and technology.

It will seek to create improved, harmonized regulatory and administrative systems that enable beneficiaries of the CSME to access their rights and utilise the various CSME arrangements that have been established for the free movement of goods, services, capital, skills and the right of establishment.

Training and testing of the system will form part of the consultancy. Ambassador registered Antigua and Barbuda's steadfast commitment to the CSME and said the CTCP "illustrates a new thrust in the implementation and compliance of the country's CSME obligations."

"This new thrust is essential to the deepening of integration in the CSME," Ambassador Murdoch said. He said the CTCP, by fostering implementation,
seeks to dispel the notion of the Caricom Secretariat and the integration project as "report-producing machinery."

Ambassador Murdoch urged public and private sector stakeholders to participate in the consultations and to take advantage of the projects, as they have transformative potential.

Meetings were held with various stakeholder groups following the launch, at which time the consultants sought feedback on the specific concerns of each sector.
