G-20 - Group of Twenty Finance Ministers and Centr : Civil 20 Summit to be held in Moscow

The Civil 20 Summit will be held in Moscow's President Hotel on June 13-14, 2013. It will be attended by over 350 representatives of civil society, international organizations, business community, government officials, and the media. Civil society will be represented by the delegates from the G20 countries and NGOs, academics from working groups that prepared the C20 recommendations, the Global NGO Group and the Civil Society Group. The Civil Communiqué - an address to the G20 Leaders - is to be agreed on the results of the Summit.

The Civil 20 Summit is the concluding event of the Civil Track of Russia's G20 Presidency. Russia is the first presiding country to organize the civil society consultations process in this format, and at such level. Its main goal is to promote fruitful dialogue between global civil society, politicians and decision-makers on the basis of the priorities set out in the official agenda for 2013. The Civil 20 recommendations are expected to influence the G20 Summit agenda and Leaders' final Communiqué.

The agenda of the Civil 20 Summit will include plenary, cross-section and working group meetings, open discussion platforms and an open meeting of the Editorial Committee.

The Civil 20 address to the G20 Leaders, or the Civil Communiqué, will include a preamble and nine themed blocks of recommendations covering all areas in which this outreach platform is working. The Communiqué will be based on the position papers of the Civil 20 Working Groups and Task Force. Its draft will be circulated among the participants two weeks prior to the Summit for discussion at an open meeting of the Editorial Committee and subsequent adoption at the final meeting.

Much preparatory work was carried out before the Civil 20 Summit. Alyona Pyoryshkina, co-chair of the G8/G20 Russian NGOs Working Group, said that the Russian G20 Presidency is unique in its willingness to engage civil society in the G20 process and appreciated its contribution to a series of comprehensive and transparent discussions during the preparatory process for the Civil 20 Summit. For six months, representatives of NGOs and academic institutes and the general public from many countries worked on proposals to be considered at the Summit.

The Civil 20 conference "Civil 20 Proposals for the Russian Presidency in the G20", on which the tasks for the Russian Presidency were set, was held in December 2012.

Afterwards, seven working groups focused on proposals in the following spheres: energy and environmental sustainability, anti-corruption, global financial architecture, labour and employment, financial inclusion and financial education, food security and post MDGs.

The crowdsourcing Internet platform "Civil 20 Dialogues" was launched to involve wider public in the drafting. The Civil 20 Working Groups used the platform to collect proposals from international civil society, hold discussions, share documents and vote on recommendations. Over a thousand people took part in these discussions.

The Civic Chamber of the Russian Federation held a series of roundtable discussions of the Civil 20 recommendations. The roundtables were aimed at involving Russian civil community in global policy dialogue.

The Civil 20 Task Force that includes representatives of international academic community and NGOs prepared two reports: "Mapping G20 Decisions Implementation" and "Sustained and Balanced Growth Requires Equitable Policies".

The Civil 20 Working Groups drafted position papers that include recommendations for the G20 Leaders in their spheres of activity.
