El Paso Electric's mobile payment application, MobilePay, which is operated by TIO Networks, is not available until further notice. The application has been suspended by PayPal Holdings, Inc. (the current owner of TIO Networks) and PayPal has released a statement regarding the suspension of TIO Networks' payment services which can be found here https://yhoo.it/2mQ6gzd.
