Heijmans has been selected for the administration and maintenance of the largest government office in the Netherlands. The new accommodations of the Ministries of Security and Justice and the Interior and Kingdom Relations in The Hague are located in the Wijnhavenkwartier. The term of the integral management contract is 18 years and the contract is valued at approximately ? 25 million.

A special aspect of the contract is Heijmans' role in controlling the service's quality. This role is consistent with the Rijksgebouwendienst's (the Netherlands Government Buildings Agency) requirement for joint management and maintenance with the objective of managing knowledge and to jointly engage in the development of integral management contracts. With this contract, Heijmans has currently been awarded several parts in three of a total of four pilots and will share the knowledge it acquires with the Rijksgebouwendienst. In variance from traditional tenders, the Rijksgebouwendienst did not prescribe any solutions and instead asked for the market's expertise. Heijmans' was selected as the best party on the basis of the Economically Most Advantageous Tender (EMAT).

The management and maintenance performance criteria are contained in the contract for the ministries and Heijmans is responsible for meeting these criteria. Part of these performance criteria is the guarantee requiring Heijmans to supply optimal user quality. To achieve this, Heijmans will construct a digital three-dimensional building model which will integrate all of the design, building and management process data. This way management and maintenance quality control, progress and improvement are brought together and a control model emerges for use by all partners.

These government offices are currently the largest in the Netherlands. The total gross floor area (GFA) is over 131,000 m2 and the buildings' towers are 146 metres high. Heijmans' work will start at the end of February and run until the beginning of December 2032.  Heijmans is also working on transforming and reconstructing the former accommodations of the Ministry of the Interior and Kingdom Relations. 170 apartments, 224 parking spaces, approximately 1,300 m2 of commercial space and over 13,000 m2 for Leiden University's The Hague Campus will be housed here.
