Neustar, Inc. (NYSE: NSR) a trusted, neutral provider of real-time information services and analytics, today announced that noted U.S. Department of Defense IT leader Michael E. Krieger has agreed to direct the company’s newly formed Local Number Portability Administrator (LNPA) Transition Project Management Office, created to meet the needs of both the North American Portability Management LLC (NAPM) and all of the company’s constituents. Krieger, President and CEO, Krieger Consulting LLC, will be joined by two DoD IT veterans that he has worked with over the last ten years, Priscilla Guthrie and Roger M. Loeb and will report to Neustar Senior Vice President and Chief Financial Officer Paul Lalljie.

Neustar’s Number Portability Administration Center (NPAC) is the only authoritative database for telephone numbering services in the U.S., with over 700 million phone numbers and 10 billion pieces of data, enabling 12 billion calls and text messages to connect flawlessly every day. Following the Federal Communications Commission’s decision to authorize the NAPM to negotiate with another vendor to develop a new NPAC, Neustar created a dedicated LNPA Transition Project Management Office to manage Neustar’s response to the NAPM’s processes and requests, as well as to support other constituent’s needs throughout this critical transition.

From 2008 to 2014, Krieger was Army Deputy Chief Information Officer, where he played a critical role in IT modernization planning and implementation, operation and security of the Army’s Enterprise Network, and oversight of the Department’s $10 billion IT portfolio. He also collaboratively developed the DoD Joint Regional Security Architecture with the Air Force, Navy and the Defense Information Systems Agency. Krieger previously served as Principal Director, Deputy DoD Chief Information Officer. He is a graduate of the United States Military Academy, West Point, NY, and holds two M.S. degrees from the National Defense University and the Georgia Institute of Technology.

Joining Krieger in the LNPA Transition Project Management Office is Priscilla E. Guthrie. Guthrie most recently was an Information Technology and Systems Division Fellow at the Institute for Defense Analyses. Previously, she was Special Command Advisor, Cybersecurity, Information Assurance and Information Technology, at the U.S. Cyber Command. She was U.S. Senate-confirmed as the Intelligence Community Chief Information Officer in 2009. Prior to IC CIO, she was Director of the Information Technology and Systems Division of the Institute for Defense Analyses, and from 2001 to 2006, Deputy Assistant Secretary of Defense, where she served as the DoD’s Deputy Chief Information Officer. Her private sector IT experience includes working at ViaSat, Inc. and for 30 years at TRW. She holds a B.S.E.E. from Pennsylvania State University, and an MBA from Marymount College.

Roger M. Loeb will join Neustar’s LNPA Transition Project Management Office, having most recently served as President and CEO of The MarTech Group, Inc., an organizational transformation and strategic technology consulting company he founded in 1984. Previous assignments include supporting Krieger in his role as Deputy Chief Information Officer in the Department of the Army. Prior to that, he was engaged by the Office of the Chief Technology Officer, IBM Federal, and worked for 17 years at the A.C. Nielsen Co. He holds a B.S. from the University of Wisconsin.
