24 May 2018, Moscow - Sberbank, Sberbank Leasing and the Moscow Region government have entered into a cooperation agreement on information sharing and advisory services in order to attract non-budget investment for carrying out healthcare projects.

The document was signed by Senior Managing Director and Head of Sberbank's Regional State Sector Client Division Mikhail Chachin, Deputy Chairman of the Moscow Region government and Moscow Region Minister for Investment and Innovation Denis Butsayev, and CEO of Sberbank Leasing Kirill Tsaryov.

The agreement involves creating work groups and holding conferences and consultancy seminars, meetings and round tables on the possibility of carrying out investment projects in healthcare, including as public-private partnerships (PPPs).

'We are successfully developing the field of PPPs in the Moscow Region, and view this as one of the most progressive forms of cooperation. The total amount of funds invested in PPP projects that are currently being carried out in the region or under review is approaching RUB 250 bln,' said Mr Butsayev. 'The cancer treatment centres in Podolsk and Balashikha are the largest healthcare projects in the region and are already accepting patients. I am certain that the agreement will help us carry out new, highly significant projects.'

'Although there are some industries where PPP projects have a history of success, there are others where they are used too rarely, commented Mr Chachin. 'One of these is medicine. The strategic goal of using PPPs in this sector should be to develop healthcare infrastructure by actively bringing in private capital.'

Russia's healthcare system must set its sights on matching the highest global standards,' commented Mr Tsaryov. 'We are contributing to the improvement of healthcare and hope this agreement will widen our horizons and opportunities to work with the sector. We will be able to achieve even more with such strong partners!'
