The European Commission (EC) has published Regulation (EU) 2017/1224 to tighten the permitted limit for METHYLISOTHIAZOLINONE (MIT), CAS No. 2682-20-4, in rinse-off cosmetic products.

Currently, METHYLISOTHIAZOLINONE is authorized at 0.01% in rinse-off products, according to entry 57 of Annex V to Regulation (EC) No. 1223/2009. Following the adoption of the Scientific Committee on Consumer Safety (SCCS) opinion on METHYLISOTHIAZOLINONE safety, dated 15 December 2015, to address the increasing number of allergenic incidents, the requirement has now been updated to a lower permitted level, from 0.01% to 0.0015%, in rinse-off products only.

(*) Methylisothiazolinone is also regulated in entry 39 of Annex V in a mixture with methylchloroisothiazolinone. The two entries are mutually exclusive: the use of the mixture of Methylchloroisothiazolinone (and) Methylisothiazolinone is incompatible with the use of Methylisothiazolinone alone in the same product.

NEXT STEP:

Industry should take note of the timeline for compliance. Manufacturing of rinse-off cosmetic products must stop using Methylisothialinone within the allowed timeframe.

Timeline for compliance:

  1. From January 27, 2018, only cosmetic products that comply with the Regulation can be placed on the market in the EU.
  2. From April 27, 2018, only cosmetic products which comply with the Regulation shall be made available on the EU market.
