The Saudi Energy Efficiency Program has the stated aim of rationalizing energy consumption in Saudi Arabia to preserve the national economy and reduce each consumer's energy consumption.

Manufacturers and suppliers operating in the Kingdom's marketplace must ensure their products comply with the latest household appliance standards.

On February 28, 2018, the Saudi Standards, Metrology and Quality Organization (SASO), in co-ordination with the Saudi Energy Efficiency Center (SEEC), held a workshop in Riyadh entitled 'Energy Efficiency Standards for Electrical Appliances.' The workshop included an introduction to the new energy efficiency program and a review of the most important requirements for some of Saudi Arabia's new electrical appliance standards. In addition, the workshop also detailed the enforcement plan for these standards and the new design for energy labels.

The workshop provided details on the following standards:

  • SASO 2892 for refrigerators and freezers - requirements of energy performance labels and tests
  • SASO 2885 for electric washing machines - requirements of energy performance, water and labels
  • SASO 2663 requirements of energy performance, labels and tests for small-capacity window and single-split air conditioners
  • SASO 2883 for electric clothes dryers - requirements of energy performance and labels
  • SASO 2884 for water heaters - requirements of energy performance and labels for all types of heaters

New Water Heater Standards

Of particular interest to delegates was the attention paid to the new water heater standard - SASO 2884:2017 Water Heaters Energy Performance Requirements and Labeling. Previously, SASO has signaled its intention to specify the performance and energy labeling requirements for water heaters in a World Trade Organization (WTO) circular, dated June 15, 2017. This proposal included the requirement that water heaters should carry a valid energy efficiency label. The new standard, published on January 5, 2018, takes into account the comments received following this announcement.

The scope of the new standard includes all types of water heaters sold in the Kingdom, including:

  • Electric storage-type water heaters up to 2,000 liters
  • Electric instantaneous type water heaters up to 2,000 liters
  • Storage tanks up to 2,000 liters
  • Electric heat pump and solar water heaters up to 2,000 liters
  • Gas-type water heaters up to 300 liters

Stakeholders should be aware the new water heater standard will come into effect on July 5, 2018. Importers and manufacturers must register and properly label their products before this date to ensure continued compliance and access to the marketplace.

Energy Efficiency Label

The workshop updated stakeholders on the new design for the Saudi Energy Efficiency Label for electrical appliances. The new label will act as an awareness label, giving consumers reliable information about individual products to allow them to comparison shop according to energy efficiency. Energy efficiency will be expressed on the label in the form of a number of stars - low energy consuming appliances will gain more stars. The Energy Efficiency Label will also include basic information about the product - for example, type of device, model and brand, electric energy consumption and test standard.
