Thailand publishes legislation mandating labeling requirements for liquids in cases for mobile phones and tablet computers (tablets). These measures became effective on July 7, 2018.

SAFEGUARDS | Hardlines NO. 119/18

On June 8, 2018, Thailand published its 'Announcement of the Committee on Labeling No. 41 (B.E. 2561 (2018)) Notifying Mobile Phone and Tablet Covered Accessories (Cases) which Contained Liquid Chemicals Will Be Labelled Controlled Products' in the Government Gazette [1] to mandate warning label requirements for mobile phone and tablet cases containing acids or certain hydrocarbons, namely decane, heptane, nonane, oxalic acid or other acid chemicals.

According to the new law, the permanent warning 'อันตรายหากของเหลวรั่วไหล', which means 'Danger of liquid leakage' must be in a color that is different to that of the product and a font size that is larger than other statements.

This new piece of legislation stems from reports of people suffering from chemical burns because of leakage (of hazardous substances) from these liquid-containing cases or devices for mobile phones and tablets.

The labeling requirements became effective on July 7, 2018; 30-days from the date of publication in the Government Gazette.

These measures were first notified by the World Trade Organization (WTO) under document number 18-0174 [2] (G/TBT/N/THA/505) of January 2018, with an addendum under document number 18-4094 [3] (G/TBT/N/THA/505/ Add.1) dated June 28, 2018.

Stakeholders are advised to comply with the latest labeling requirements for liquid-containing cases for mobile phones and tablets.
