On the morning of February 5, Guo Wenqing, China Minmetals' President and Deputy Party Group Secretary and MCC Chairman hosted the first expanded presidents' meeting of China Minmetals and also the conference on production and operation scheduling of overseas enterprises after the Spring Festival.
The meeting first conveyed the guiding principles of General Secretary Xi Jinping's important speech. Since the outbreak of the pneumonia epidemic caused by 2019-nCoV, General Secretary Xi Jinping has personally directed and deployed with high concern to make a series of important instructions, and presided over a number of meetings to conduct research and deployment of the epidemic prevention and control with clear requirements put forward. Guo Wenqing pointed out that we must carefully study and implement the spirit of General Secretary Xi Jinping's important instructions, resolutely integrate thoughts and actions into the important instructions of General Secretary Xi Jinping as well as the major decision-making arrangements of the Party Central Committee and the State Council. All the headquarter and directly-managed enterprises of China Minmetals should effectively improve our political standing and sense of the 'Four Consciousnesses', the 'Four Confidences', and 'Two Upholds' with the epidemic prevention and control given top priority, put in place the various decisions of the Party Central Committee and State Council on epidemic prevention and control, and take up our responsibility for epidemic prevention and control resolutely.
The meeting reported the deployment and development of China Minmetals epidemic prevention and control work. It is pointed out that after General Secretary Xi Jinping made important instructions on January 21, all the leaders of China Minmetals' headquarter and the directly-managed companies stuck to their posts and stayed on the front line during the Spring Festival with high sense of responsibility and mission. On January 23 (the 29th day of the twelfth lunar month), President Guo Wenqing made important instructions regarding the current outbreak of the epidemic. He pointed out that fighting the 2019-nCoV has become a great and tough battle for which the close attention should be paid to the prevention, control and treatment of the epidemic in this critical period with the health and safety of employees given top priority and we should effectively bear the political and social responsibilities of state-owned enterprises to play our due role in maintaining the social stability. In response to the epidemic prevention, our subsidiary companies located in Wuhan have already acted quickly before the Spring Festival to establish a strong epidemic prevention and control working team.
On January 26 (the 2nd day of the first lunar month), Guo hosted a telephone conference for epidemic prevention and control of Wuhan's subsidiary companies on which he put forward four requirements that leaders of China Minmealts at all levels should think in a big term and act in a brave manner to overcome the difficulties and win the white war against the epidemic with our concerted efforts and utmost sense of responsibility at this critical moment. On January 28th and 29th, Comrades Tang Fuping and Guo Wenqing visited the general duty officers of China Minmetals and MCC, and a special working meeting was held on further research, redeployment and mobilization for the epidemic prevention and control with all-out efforts of China Minmetals to win the fight against the epidemic. Up to now, China Minmetals' related epidemic prevention work has been organized, deployed and implemented, but the epidemic prevention situation is still so grim that we cannot afford to slacken in the prevention and control of the epidemic.
The meeting listened to the reports from the subsidiaries, such as MCC International Engineering Group Co., Ltd., China First Metallurgical Group Co., Ltd., WISDRI Engineering & Research Incorporation Ltd., Minmetals International (HK), Minmetals Resources Co., Ltd, Minmetals Development Co., Ltd, Minmetals Cheerglory Limited, on the impact of the epidemic on overseas business and their countermeasures, as well as put forward the following six clear requirements for the next step of the epidemic prevention and control of overseas enterprises and the production and operation of each company affiliated to China Minmetals:
The first is to resolutely implement the requirements of General Secretary Xi Jinping and the decisions and deployment of the Party Central Committee and the State Council with our political standing raised. General Secretary Xi stressed that the outcome of the epidemic prevention and control directly affects people's lives and health, the overall economic and social stability and the country's opening-up. The epidemic prevention work of overseas enterprises is not only an issue at the enterprise level, but also a major strategic aspect of the country's opening up. In this sense, the overseas enterprises and overseas projects must unify their thinking and understanding into the decision-making and deployment of the Party Central Committee, resolutely prevent and control the epidemic, and remain consistent with the group as a whole.
The second is to resolutely fight the epidemic for prevention and control with our responsibility implemented. The epidemic has no borders. Overseas companies should not ignore the prevention and control work just because they are far away from the motherland. They must always be vigilant and take precautions to strictly control the entry of outsiders and the recent exchanges with domestic personnel and minimize internal personnel outing for isolating and blocking the source of transmission, which is the key to epidemic prevention and control at this moment. The party organizations at all levels must play a good role in communicating with the staff, building a team with a mission in a critical period, increasing positive publicity to ensure public guidance and the stability of the company, and walking to go far in a stable manner.
The third is to carry out production and management work in different categories with one-enterprise-one-policy guidance. All enterprises should strengthen the impact assessment of the epidemic, grasp the key points of the business and the problems, and speed up the research and solve the key issues. Design and construction enterprises should strengthen communication with the owner, carry out contract management, and ensure the major projects perform on schedule for the stable market. MCC should specifically study the difficult implementation of overseas projects, rationally allocate the resources of metallurgical construction echelons, and ensure the efficient implementation of major projects and stable progress. Trade enterprises should strengthen market research and judgment, strictly prevent risks, maintain communication with upstream and downstream customers through multiple channels, and adjust procurement rhythms and strategies in a timely manner according to changes in actual conditions. Mining enterprises should arrange production in a realistic manner, and those that have not been affected by the epidemic should operate at full capacity to contribute to the first-quarter profit of China Minmetals. The leaders at all levels of the enterprise must keep a clear mind in the face of right and wrong, set good examples, and have the courage to take responsibility.
The fourth is to give full play to China Minmetals' overall dispatching capabilities to ensure that overseas projects maintain progress and perform on schedule. Many overseas projects are facing difficulties and challenges. On the one hand, we must strengthen the level of territorial management which is not enough to solve all problems. On the other hand, we must crack the current production and operation problem by combining domestic and overseas advantages based on fully reflecting the Chinese management. After the meeting, the construction project should be intensified. Foreign forces will be required when domestic forces are not enough, and other domestic forces will be required when Wuhan forces are not. We must be fully aware of the pain and long-term impact of the epidemic for which good expectations and vigorous response should be made.
The fifth is to prevent and control scientifically and start the projects in an orderly manner. General Secretary Xi Jinping issued the latest important instructions on February 3 that those areas with severe epidemics should focus their efforts on prevention and control of the epidemic, and others should coordinate their reform, development, and stability while fighting the epidemic. As a central enterprise, we must raise our political standing and follow the instructions of General Secretary Xi Jinping step by step to implement the work with all-out efforts. On the premise of prevention and control, we also need to coordinate the production and management. Projects under construction must be ensured without stop, and enterprises that have already stopped must be started in an orderly manner. The epidemic will eventually be defeated by us while the life of enterprise will be on with the mountains climbed off and the road walking along.
The sixth is to strengthen confidence, maintain determination, and forge ahead. We must have full confidence in the fact that under the strong leadership of General Secretary Xi Jinping, our enterprises and our country are incomparable and invincible with the advantages of a the system of socialism with Chinese characteristics! We leaders at all levels of the enterprise, in particular, should firmly follow the unified command, coordination and arrangement of the CPC Central Committee, with strict enforcement of orders and prohibitions. While ensuring good continuity, we must not only think deeply about issues at the strategic level of the enterprise, step up research on the gaps and solutions for horizontal comparison with the industry, and prevent and control the epidemic without any slackness, but also schedule the discussion on how to make up for the losses of the enterprise at this stage and overcome the epidemic with a firm conviction.
