On December 8, 2023, the US Consumer Product Safety Commission (CPSC) introduced a supplemental notice of proposed rulemaking (SNPR) to amend 16 CFR 1110, Certificates of Compliance, and change the way consumer products access US markets.

eFiling is a CPSC initiative requiring importers of regulated consumer products to electronically file compliance data on the Automated Commercial Environment (ACE) system of US Customs and Border Protection (CBP). Data elements from a certificate of compliance can be filed using the ACE partner government agency (PGA) message set.

The program also allows digitized certificate information to be sent to the ACE system via the CPSC Product Registry before a consignment of manufactured goods arrives at the first landing port in the USA.

eFiling will include the following data elements:

  • Version ID
  • Product Name
  • Product ID type
  • Product ID
  • Manufacturer information
  • Manufacturer Date
  • Certificate Type
  • Last Test Date
  • Laboratory Type and contact information
  • Citations and exclusions
  • Point of Contact of test record keeper
