The consortium made up of Altarea Cogedim (lead contractor) and Crédit Agricole Immobilier has won the contract put out by the Toulouse metropolitan area to redevelop the site previously hosting the technical and testing facilities (CEAT) of the French Department of Defence at Jolimont, Toulouse. Architects Devillers et associés and local firm d'Une Ville à L'Autre will be creating the urban design of the revamped locale, to be named Quartier de la Soufflerie and covering more than 13 ha.

On 15 December 2017, the council of the Toulouse metropolitan area awarded the consortium comprising Altarea Cogedim (lead contractor) and Crédit Agricole Immobilier the contract to redevelop the Guillaumet district previously occupied by the Centre d'Essais Aéronautiques de Toulouse (CEAT). The contract was awarded at the close of an invitation to tender issued in early 2016.

The Altarea Cogedim/Crédit Agricole Immobilier consortium will develop the new mixed-use zone with a surface area of over 101,000 m² that will feature housing, shops and offices as well as facilities open to the public. Located near the city centre one stop from the Toulouse-Matabiau metro station and three stops from the Capitole, the redeveloped area will constitute a new urban core within the Toulouse metropolitan area.
