VOLUNTARY ANNOUNCEMENT

PROGRESS OF THE INTERMEDIATE PRESSURE NATURAL GAS PIPELINE

PROJECT IN THE BAODI DISTRICT OF TIANJIN

This announcement is made on a voluntary basis by Binhai Investment Company Limited (the "Company", and together with its subsidiaries, the "Group").

The board of directors of the Company (the "Board") is pleased to announce that Tianjin TEDA Binhai Clean Energy Group Company Limited* ( ˂ݵइ༺Ᏽऎ૶ᆎঐ๕ණྠϞࠢʮ̡ ) ("TEDA Energy", formerly known as Tianjin Binda Gas Enterprise Company Limited* ( ˂ݵᏵ༺ዷंྼุ Ϟࠢʮ̡ )), a wholly-owned subsidiary of the Company, has obtained the written approval from the Administrative and Approval Bureau of the Baodi District of Tianjin in relation to the preliminary works for the "Coal to Natural Gas" construction project (" ๩ҷ˂್ं " ʈ೻ܔணධͦۃಂʈЪ ).

Following the fast progress of the integration of Beijing, Tianjin and Hebei, the Baodi District of Tianjin situated in the surrounding has enormous future development potential. To expedite the strategic layout of the Baodi District, and to satisfy the demand arising from the change of domestic fuel in the city of Baodi and the future demand for natural gas in new districts such as the areas serviced by the High Speed Rail and the Majiadian industrial area ( ৵࢕ֳʈุਜ ), TEDA Energy has planned the intermediate pressure natural gas pipeline construction project in the Baodi District (the "Project").

The Project includes one main line and one support line. The main line starts from the natural gas station constructed in Dakoutunzhen of the Baodi District by TEDA Energy and ends at the offtake station to be constructed in the Western outer ring of the Baodi District, with a circuit length of around 25 kilometres. The support line starts from the intersection of Linda Road and Jinwei Road and ends at the CNG station constructed by TEDA Energy, with a circuit length of around 1 kilometre. The main line and support line each has a diameter of D610mm and a designed pressure of 1.6MPa, as well as a gas transmission capacity of up to 1 billion cubic metres per year.

The estimated investment of the Project is RMB190 million. The construction works of the Project commence at the end of January 2018.

The Project when completed will become the major source of gas supply for the Baodi District, significantly increase the gas supply capacity and provide steady natural gas supply services for the development of the Baodi District. The Project will also lay a solid foundation for TEDA Energy to become the major natural gas supplier of the Baodi District.
