Cegid Public, a French provider of software for managing finances, human resources and citizen relationships, has released Yourcegid Public Sector Finance Y2, its most up-to-date software enabling public entities to manage their budget and finances, whether they are subject to the "GBCP" budgetary and financial management regulations or not.

To support the 200 public entities and 4,000 centers that are already its customers, Cegid Public has spent the last 18 months working in collaboration with its Users club and the Ministry of Finance's GBCP task force (DB/DGFIP/AIFE) to develop its most cutting-edge finance solution for the public sector. Yourcegid Public Sector Finance Y2 offers public entities new functionalities such as a more intuitive user experience, and new organizational and technological features, all of which were integrated at the outset of the development of this new version.

The subject will also be discussed during a round-table session organized on the same day by the French Finance Executives' and Management Controllers' Association (DFCG), at the 11th Public Sector convention dedicated to internal control which the budgetary and financial management decree will strengthen.
The new solution will be presented to Cegid Public's customers during an event organized on June 24 in Paris and attended by the Finance Ministry's GBCP task force.

Shared technical innovation serving the public sector

The public sector has already begun to transition to digital technologies. Yourcegid Public Sector Finance Y2 has been designed with the participation of the Cegid Public Users club to respond to the latest challenges faced by public entities: pooling resources, facilitated by the SaaS and cloud computing revolution; the widespread use of mobile devices; and an integrated business intelligence approach that will address financial and operational management challenges. Yourcegid Public Sector Finance Y2 facilitates the transition to the budgetary and financial management decree

On January 1, 2016, the new public sector budgetary and financial management decree will come into force. Cegid's close collaboration with AIFE has enabled it to offer a solution that matches the decree's requirements as closely as possible.

The aim of the new budgetary and financial management decree is to:

  • Align budgetary and financial management regulations with changes to the framework for managing public finances under the public finance legislation (LOLF) and the multiannual public finance monitoring requirement.
  • Strengthen public financial governance with a broader scope of budgetary and accounting management across all organizations,
  • Improve the quality of public finance,
  • Revise processes for each entity,
  • Attribute a legal basis to the new innovations that have come as part of developments in IT systems.

The Finance Ministry's budgetary and financial management task force (DB/DGFIP/AIFE) is working with all software providers to ensure that the IT systems available to the 650 public entities are capable of handling the reform and offer them the level of expertise necessary for supporting future changes.
